ICF is seeking a forward-thinking Integrated Digital Collections Manager for Child Welfare Information Gateway, a service of the Children’s Bureau (CB), Administration for Children and Families (ACF), US Department of Health and Human Services (DHHS) that centralizes resources for the nation’s child welfare, adoption, and foster care professionals, along with the public. Integrated Digital Collections Manager
will lead the configuration, maintenance, and strategic development of the Information Gateway Integrated Library System (ILS), Ex Libris/Clarivate, and digital collections. This role is central to enhancing user experience, integrating emerging technologies such as AI and GenAI, and ensuring compliance with evolving digital copyright laws. The successful candidate is a team player with the ability to work in a fast-paced environment, demonstrate both the adaptive and technical skills necessary to effectively lead an integrated, user-friendly digital collection environment, and handle multiple competing priorities while maintaining high-quality results. Key Responsibilities
Support innovation by advancing digital infrastructure, integrating emerging technologies, and continuously enhancing systems and workflows to improve access, usability, and strategic value of digital collections. Administer and continually optimize the Ex Libris Alma and Primo VE platforms, including system configuration, workflows, and integrations. Ensure seamless interoperability between the ILS and third-party systems (e.g., authentication, discovery, analytics). Manage digital collections, including metadata quality, access, and preservation. Adeptly leverage and continually assess emerging technology to employ automation, AI and GenAI tools to improve workflows, metadata creation, content discovery, and user engagement. Establish internal processes and lead the implementation regarding changes/updates in digital copyright law to ensure compliant access and dissemination. Work collaboratively with Data Scientists to establish a data visualization strategy to analyze usage data to inform collection development and improve digital services. Provide training and support to implement new AI digital information technologies, Alma, Primo, and related technologies and work closely with IT Development teams. May supervise up to two staff including Digital Curation Specialist and Business Analyst. Basic Qualifications
Master’s degree in digital library information science, digital information systems, digital curation, or dual degree in legal studies or communications law and library information science. Minimum 2 years’ experience with managing digital collections. Preferred Skills/Experience
Demonstrated knowledge of digital copyright law and guidance Deep understanding of Alma workflows (acquisitions, cataloging, fulfillment, analytics) and Primo VE customization. Demonstrated ability to extract and analyze LIS data, integrate meaningfully with other data sets and visualization. Working knowledge of Power BI. Experience with metadata standards (MARC, Dublin Core, MODS, etc.). Familiarity with APIs, integrations, and system interoperability. Demonstrated expertise in ensuring compliance with accessibility standards and centering user-centered design principles. Strong analytical, communication, and project management skills. Knowledge of scripting languages (e.g., Python, JavaScript) for automation or data manipulation. Alma Administrator Certification Minimum 7 years of experience managing Ex Libris Alma and Primo VE in an academic or research library setting. Professional Skills
