California State University-San Bernardino The Senior Fiscal Analyst plays a pivotal role in managing the financial operations of the University Advancement division, overseeing state, auxiliary, trust, and UEC budgets. This position provides lead work direction for endowment fund administration through the CSUSB Philanthropic Foundation, ensuring appropriate fund distributions, compliance with donor intent, and accurate reporting. The Analyst serves as a primary liaison to the University Budget Office and Financial Services, prepares complex financial analyses and reports, and manages position funding, procurement, and reconciliation processes. Additionally, this role supports Advancement Services with Foundation policy development, space planning, and audit assessments, and acts as the key resource for Foundation financial statements, investments, and compliance documentation.

Duties And Responsibilities

Budget Management: Monitor and provide lead work for University Advancement general fund, state, trust, and UEC budget. Develops and maintains processes for tracking current year budget expenditures throughout the Division and prepares summary reports for division leadership. Evaluates priorities and alternative revenue sources to support ad-hoc budget requests. Prepare quarterly, annual, and ad-hoc financial reports using PeopleSoft financials and other productivity tools to UA Leadership and/or Budget Office. Analyze revenues and expenses to identify trends and fund balance projections. Prepares and submits annual and interim base and one-time budget requests and works with department leadership in conducting analysis to support budget requests. Identify budget deficiencies and provide recommendations to division leadership on funding priorities. Thoroughly assesses, formulates and evaluates the impact of recommended or implemented fiscal practices within the division. Troubleshoots and solves complex financial issues involving state, auxiliary and scholarship accounts.

Provide counsel to support staff in developing and tracking their area budgets. Provide budget management and PS training as needed to department coordinators. Serve as the primary division liaison to the University Budget Office and participates in campus budget and financial meetings as needed.

Monitor data collection and prepare salary and operational expense data for the Chancellor's Office Annual expenditure report and submit data summary to AVP for review with the CO.

Monitor and provide lead work for division chart of account maintenance, fiscal, and organization structure maintenance. Provide information on allocations, budget transfers, budget phases, and related financial procedures; serve as primary approver for Concur and Purchase Orders; updates delegated authority for the division as needed; process and provide counsel on complex procurement and purchase/reimbursement requests

Monitor and provide lead work for division's position management and confirm position funding for new/existing positions. Update position information and ensure HR and CBO have correct reporting fields for division.

Calculates permanent and current year costs, and manages salary savings and other one-time funds, when applicable.

Philanthropic Foundation Operations

Monitor and provide lead work for CSUSB Philanthropic Foundation Operating budget, revenue and expenses; analyze reports from Philanthropic Foundation to ensure income/revenue and investment information is recorded accurately. Reconcile and ensure short term investment and endowment financial data is posted correctly on a quarterly basis. Prepare financial reports as requested for donors on endowment, current use and investment funds. Prepare the annual Foundation operations budget for board approval in collaboration with AVP; track expenses on a quarterly basis. Submit year end reserves balance to Financial Services for Foundation operating budget. Serve as the primary point of contact for Foundation operations in terms of new account establishments, use of Foundation funds for various purchase requests, ensure proper revenue sources are being transferred to the Philanthropic Foundation and appropriate accounting transactions are in place to ensure disbursement and utilization of funds. Provide support for Foundation policy development and updates. Provide staff support to the University’s Foundation investment and audit committee – work with investment firm on meeting summaries, schedule and organize quarterly meetings; collect and distribute CSU endowment investment data on an annual basis.

Partner with Financial Services in the quarterly & yearly reconciliation and determination of endowment fund distributions and withdrawals. Analyze, reconcile and prepare endowment data for load into division database for donor endowment reports. Serve as back up resource for scholarship and gift fund balances and provide reports as needed to campus community.

Serve as primary point of contact for Foundation Financial Statements and 990 returns. Work collaboratively with Advancement Services staff in collection of data for financial statements and tax returns.

Support to Divisional Needs

Provides support for divisional projects as needed, including human resources tasks such as recruitment for new and vacant positions, position management, stipend submissions, reclassifications, extensions of temporary appointments, and other HR-related matters. Also assists with space planning, assessments, and audit reviews as necessary.

Minimum Qualifications

Equivalent to a bachelor’s degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities.

Two years of progressively responsible professional experience in analyzing data including one year involving duties such as preparation, justification and analysis or the control and administration of a budget or budgetary process.

Required Qualifications

General knowledge of financial, budgetary and accounting principles and practices. Working knowledge of the principles and practices of public finance, administrative, personnel fiscal management and cash-flow management; research techniques and statistical principles and procedures; advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems. Familiarity with the principles of position control and budgetary alignment. Ability to define problem areas, collect data, perform preliminary analyses and make appropriate recommendations; and write clear and concise analytical comments.

Preferred Qualifications

Experience in CSU or higher education institution preferred.

Three years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program.

Compensation And Benefits Anticipated Hiring Range: Minimum $6,667 – Maximum $7,917 per month

Classification Salary Range: $5,440 - $10,498 per month

The salary offered will take into account internal equity and experience among other factors.

Position Information Full-time Exempt Probationary

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30) days from the date of hire and on an annual basis.
