Overview
The City of Sunnyvale is seeking a division head-level Risk Manager to lead and guide the Risk Management Division. The Risk Manager will bring a dynamic, service-oriented and proactive approach to the City of Sunnyvale organization. Key responsibilities include planning, organizing, directing and coordinating risk management, workers’ compensation, property and liability, and safety programs; collaborating with other divisions and departments; and providing highly complex strategic support to the Director of Human Resources. The position is a regular, full-time employment opportunity. The posted salary includes a 3.5% confidential premium. Responsibilities
Plan, develop, administer, implement, and oversee the daily functions, operations, and activities of the City’s risk management program, including workers’ compensation, interactive process and reasonable accommodations, property and liability claims, leaves of absence, and the City’s safety program. Participate in the development and implementation of goals, objectives, policies, and priorities for the program; recommend service and staffing levels; develop, implement, and administer policies and procedures. Develop, administer, and oversee program budgets; forecast spending and cost benefits for insurance and projects; monitor expenditures to ensure compliance with budgeted funding. Provide consultation to City departments concerning risk management policies; identify risk-related trends and develop recommendations to reduce risk; monitor legislative and regulatory changes for compliance. Oversee the City’s workers’ compensation program; manage staff as liaison between the City, injured workers, and third-party administrators; coordinate claim reviews and overall program management. Manage interactive process for disability-related accommodations; evaluate job functions and accommodations; interpret policy on paid medical leave and train staff. Oversee the City’s occupational safety program; ensure compliance with Cal OSHA; coordinate inspections, training, and safety committee activities; act as Safety Officer as needed. Review contracts for indemnification, risk transfer, and insurance requirements; review insurance documents for compliance. Administer liability claims activities; manage third-party administrators; process and adjust claims; recommend settlements; represent the City in Small Claims Court. Administer the City’s self-insurance program for liability and workers’ compensation; purchase insurance for excess coverage; represent the City with relevant authorities. Oversee the leave of absence program; ensure compliance with CFRA, FMLA, FEHA, and ADA; develop related policies and training for managers. Serve as liaison with other departments and outside agencies; provide staff support to commissions and task forces as required. Provide highly complex staff assistance to the Director of Human Resources; prepare reports, statistical data, and documentation of operations. Review work of staff for compliance with laws, codes, and regulations; represent the City in meetings with public and private organizations, contractors, and the public. Attend professional group meetings; stay informed of trends and innovations in risk management; implement policy changes as needed. Answer questions and provide information to the public and claimants; investigate inquiries and complaints; ensure safety rules and protocols are followed. Perform other duties as assigned. Working Conditions
Physical Demands: This is primarily a sedentary office classification, with occasional standing, walking, and light lifting up to 10 pounds. Some accommodations may be available. Environmental Conditions: Office environment with moderate noise levels and no direct exposure to hazardous substances. Qualifications
Education and Experience: A bachelor’s degree from an accredited college or university in risk management, human resources management, finance, economics, business or public administration, or related field; AND Four (4) years of experience performing professional-level risk management work, including prior lead or supervisory experience. Knowledge: (selected areas) Leadership principles and providing functional direction and training. Budget development and contract management. Public entity liability, Cal OSHA requirements, workers’ compensation rules, self-insurance concepts, and risk transfer. Data analysis, statistical techniques, record keeping, and report preparation. Policy interpretation, regulations, and customer service excellence. Abilities: Plan and administer a comprehensive risk management program; provide staff leadership; manage budgets and projects. Analyze problems, identify solutions, and implement recommendations; communicate clearly in writing and orally. Collaborate with legal counsel on claim settlements; work with various stakeholders and agencies. Use computer systems and software relevant to risk management tasks. Licenses/Certificates: Possession and continued maintenance of a valid class C California driver’s license or the ability to provide alternative transportation with a safe driving record. Desirable Qualifications: Possession of an Associate in Risk Management (ARM) designation. Application Process
