Job Description This position serves as a liaison between the business community and the Division of Blind Services’ (DBS) IT department in order to provide technical solutions to meet user needs. The incumbent will possess expertise in the business unit(s) they support, as well as an understanding of the IT organization’s systems and capabilities. Analyzes business partner’s operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high-level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprise’s competitive edge. The incumbent provides high-level technical support to the Division of Blind Services State Office and may serve as back-up to the Data Processing Manager when needed.

Duties & Responsibilities (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

Be available to support DBS offices statewide via remote support and travel when necessary.

Possess the ability to work independently and as part of a team.

Attend all assigned meetings.

Provide feedback on areas of improvement and new services.

Be flexible to travel to field locations for training on application updates, etc.

Project leadership and IT project responsibilities include:

File Share/Shared Drive – Microsoft Teams File Share migration. Translate changes to end users; ensure data is consolidated and permissions are maintained.

Team’s Phone migration – Coordinate migration of telecommunication to Team’s Phones. Serve as SME on Team’s Phones. Document procedures and align end user needs with IT goals.

Statewide Help Desk Application Implementation – document and align business rules and procedures to meet end user needs.

Website Content Updates – coordinate content delivery from business units and work with Web Administrator to ensure content is updated.

Accessibility Project – work with MIS Administrator as accessibility team liaison to ensure success of statewide accessible content creation.

Disaster Recovery and CSIRT Coordination – assist with alignment of disaster recovery and security incident response.

Manage conference room resources and provide recommendations on upgrades; implement new equipment and support technical equipment.

IT policies and procedures alignment

Assist MIS Administrator with procedure and standards development that align with department-wide policies.

Coordinate the DBS Technology Plan and ensure staff stay on track with deadlines.

Assist with WIOA and WINTAC readiness plans from a data perspective.

Maintain knowledge of accessibility guidelines (e.g., WCAG 2.2).

Participate in IT-related audits and coordinate requests and audit findings.

IT applications support

Maintain general knowledge of IT and business applications to provide support when needed.

Coordinate and assist with application upgrades as needed.

Implement, translate and train division staff when applicable.

Qualifications Knowledge, Skills & Abilities:

Reading comprehension, writing, active listening, English language, communications, critical thinking, information gathering and organization, mentoring, troubleshooting, technology and systems design, computer security, mathematics, flowcharting, operations analysis, planning, customer service, accessibility issues, DBS-specific applications, equipment selection, problem identification, idea generation, decision making, ability to master new technologies, understands accessibility issues and assistive technology.

Ability to support Microsoft Office Suite including Word, Excel, Outlook, PowerPoint, Access and Microsoft Teams.

Understanding of Windows operating systems, including Windows 11 and Server 2016. Skilled in creating PowerPoint Presentations, Excel Templates, Dashboard Configurations, Word Templates.

Knowledge of application support, particularly the AWARE case management system. General working knowledge of adaptive screen readers and magnification programs.

Minimum & Preferred Qualifications

A bachelor’s degree from an accredited college or university in a field related to computer systems analysis, computer programming, distributed computer systems, computer sciences, or management information systems; or

Four years of professional experience in computer systems analysis, computer programming, distributed computer systems, computer sciences, or management information systems. Preference will be given to those with a bachelor’s degree.

Preferred: a bachelor’s or master’s degree; three to five years of relevant experience.
