Overview

The California Department of Public Health (CDPH) is seeking an Associate Governmental Program Analyst (AGPA) to join the Vendor Management Branch. This position provides monitoring, training, and support for and collaboration with grocery vendors statewide that serve the Women, Infants, and Children (WIC) Program families. The AGPA works under the direction of the Chief, Vendor Authorization and Management Unit II (VAMU II) and performs technical analytical staff services related to vendor management and CA WIC Card operations. The role involves on-site vendor enablement activities and providing technical assistance to WIC-authorized vendors across the state. This position may require travel up to 30% throughout the state and may be eligible for telework up to three days per week, with in-person reporting requirements as described below.

Responsibilities

Support CDPH’s mission by advancing health and well-being of California’s diverse communities through vendor management for the WIC program.

Perform analysis and provide on-site and remote technical assistance to WIC-authorized grocery vendors; monitor vendor operations related to the CA WIC Card.

Travel to various locations across the state to enable vendors and support program implementation.

Desirable Qualifications In addition to evaluating each candidate’s experience, the following factors will be used for competitive consideration:

Experience in:

Communicating effectively with staff at various levels and with the general public; interpreting and explaining processes and procedures to diverse audiences.

Knowledge of:

Information gathering techniques; state and federal policies and regulations related to the WIC Program.

Desirable Qualifications:

Ability to work independently and in a team; strong verbal and written communication skills including document review and editing.

Eligibility Information New to California State Service applicants must take and pass the examination for this classification to be eligible for hire. Telework and Travel This position may be eligible for telework up to three (3) days per week with a minimum two (2) days in-person at the designated headquarters. Telework eligibility is subject to departmental policies and change. All teleworking employees must be California residents; non-residents may be interviewed, but the selected candidate must establish California residency prior to appointment. Some travel and related reimbursements apply according to regulations and bargaining unit provisions.
