Salary:

$9,462 to $15,137 per month (EM-05, Minimum to Maximum)

Position Purpose This position is located in the Department of Transportation, Airports Division. The primary purpose of this position is to supervise the Financial Management Staff of the Airports Division and is primarily responsible for: the maintenance of comprehensive accounting records, including the development and installation of a cost accounting and financial information systems; the maintenance of fiscal and expenditure controls over the Division's operating and capital budgets; the preparation of periodic financial and statistical reports, and the management of the annual financial and single audit; the performance of internal and external audits; the preparation of annual and long range estimates and projection of revenues; the maintenance of records of debt history, investments of moneys and interest earned to calculate bond arbitrage; the direction, coordination and participation in purchasing of goods and services; the maintenance of inventory of property records and the coordination of physical inventory; the preparation of periodic financial reports to the signatory airlines in accordance with the Airports-Airline Lease Agreement; and provides guidance, advice and assistance to administrator, district managers, branch heads and staff on fiscal matters.

Qualifications

Legal Authorization to Work Requirement:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic Education:

A bachelor's degree from an accredited four-year college or university with at least 12 semester credit hours in accounting and/or auditing subjects.

Fiscal Management Experience:

Five years of professional accounting and/or auditing experience which involved participation in the preparation of budgets and the development of long-range financial plans.

Supervisory Experience:

One year of professional fiscal management experience of the type and quality described above which included: 1) planning, organizing, scheduling, and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; 4) training and developing subordinates; and 5) evaluating their work performance.

Security and Other Requirements SIDA Clearance - Federal Criminal History Records Check:

In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the airport must undergo a pre-employment fingerprint-based criminal history record check. To be granted the SIDA clearance, prospective employees must not have been convicted, or found not guilty by reason of insanity, of a disqualifying criminal offense within ten years from the date of the application. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding ten years. The cost for the records check will be the applicant's responsibility.
