Recruitment Number 25-0366. The current vacancy is with the Department of Human Services. Salary: $3,900 to $4,933 per month (SR-13, Step C to I). This position is located within the Department of Human Services, Human Resources (HR) Office, Records and Support Services Staff and is responsible for the review and processing of all human resources transactions to ensure that legal and procedural requirements are met.

Duties and Responsibilities Process the full range of HR actions (new hires, transfers, promotions, demotions, separations, leave without pay, etc.) for all employees within the Human Resources Management System; determine the correct type of action and code, cite the appropriate legal authority, and determine compensation adjustments. Audit HR forms and family leave requests from line programs to ensure compliance with laws, policies, and CBAs; provide clarification and interpretation of HR policies and CBAs to assist staff on matters relating to transactions. Possess knowledge of the functions of related organizations within and outside the department, and state and departmental policies, procedures, regulations, and CBA provisions relating to the preparation and processing of HR actions and forms. Exercise independent judgement and conduct research for pertinent rules, regulations, policies, and CBAs, and explain, verbally and in writing, the effects of those requirements on a particular transaction or issue.

Qualifications and Requirements To qualify, you must meet all of the following requirements: Legal Authorization to Work Requirement:

The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. General Experience:

One year of progressively responsible general office clerical experience. Specialized Experience:

Three years of experience in an office where the work required knowledge and application of pertinent human resources rules, regulations, procedures and program requirements. Selective Certification Requirements:

Of the required years of Specialized Experience, one year must involve substantive preparation, processing, and/or auditing of pay and HR actions/forms and the provision of advisory services on pay and HR actions. Supervisory Aptitude:

Some positions may require supervisory aptitude as demonstrated by supervisory responsibilities or related training and performance. Substitutions Allowed:
