We are recruiting for a Senior Business Consultant to support the Performance Improvement Directorate (PID) within the OSD Office of the Director of Administration and Management (ODA&M) to provide professional and strategic communications support services. The ideal candidate will support a fast-paced team to deliver and assist in providing Performance Improvement functions, Strategic development, Defense and Reform management, Enterprise Risk management and Governance management activities across the DoD. Responsibilities
The Senior Business Consultant is responsible for the administration of key client relationships, maintaining company quality standards, and overall management of multiple strategic and transformation projects. This portfolio of work will have a strong project management office (PMO) focus on eliminating redundancies, increasing efficiency, and supporting DoD Business Transformation efforts to deliver more value and savings. Essential functions and duties for this position include but are not limited to the following: Support the solidification and implementation of the Performance Improvement Officer’s (PIO) Performance Management Framework to enable stakeholders to track and manage performance improvement initiatives and desired outcomes. Additionally, support also includes program plan development, management, and reporting activities for strategic and transformation projects to implement PID’s strategic goals and enterprise-wide performance improvement program. Support OSD Defense Agencies and DoD Field Activities analysis using established methods, techniques, and precedents, such as questionnaires, interviews, extracting data from authoritative sources, and comparison of past and present information. Assess historic GAO audits, information management systems, human capital, administrative support, and financial and budget resources. Analyze opportunities to improve internal workflow and processes, distribution, forms and record keeping, span of control, staffing ratios, and organizational structure. Identify and communicate the impact of changes in mission or resources and recommending alternative courses of action and possible solutions to resolve mission and management problems in areas such as systems, manpower utilization, productivity management, workflow, and paperwork management. Building high-quality communications materials (e.g., briefs, memos, reports) Supporting Business Case Analysis (BCA) and Issue Paper development for agency efficiencies. Identifying opportunities for enhancing shared service offerings within the client organization and develop client relationships. Participating and facilitating sessions or workshops with stakeholders to optimize business capabilities delivery. Identifying and documenting performance measures expressed in terms of objective and threshold values and relationship to industry benchmarks. Identifying industry based common processes that enable use of shared services and commercial IT solutions and information requirements. Provide best practices and industry experience for the purpose of advising and making recommendations to the PIO principal advisor, Deputy PIO and PID leadership. Provide weekly progress updates to company and client executive leadership. Provide planning and logistics support for Executive Governance sessions. Support integration efforts for the DoD Strategic Management Plan and Performance Improvement Framework, contribute to the preparation of read-ahead materials, briefs, and reports on key performance and risk management issues, and provide significant stakeholder engagement and coordination. Support Governance, Policy, and Stakeholder Outreach efforts to include legislative, public, and DoD focus areas. Qualifications
Skills/Qualifications: Critical thinking is a must. The ideal candidate can comprehend, analyze, and synthesize complex processes and data into digestible and informative graphics and written content. A self-starter, capable of seamless work individually or in a team environment. Familiarity with all of DoD: Military Departments, DoD Agencies and Field Activities, and OSD Staff Organizations. Proficient with facilitation and business process reengineering and improvement techniques and tools. Experience with the Planning, Programming, Budgeting and Execution (PPBE) process. Experience in supporting one or more common management service areas (financial management, healthcare, acquisition and procurement, supply chain and logistics, information technology, real property, or human resources management) Experience with delivering high-quality client service in a fast-paced, constantly changing team environment. Expert analytical, problem-solving skills, with experience exercising high professional judgment. Excellent communication skills. Proficient in Microsoft Office applications, with a strong emphasis in Excel, PowerPoint, and Project. Education and Experience:
This position requires a Bachelor’s degree or higher in business, finance, engineering or an equivalent related field as well as a minimum of 7 years of professional experience. Project Management Professional (PMP) certification preferred.
