The HRIS Manager will be responsible for managing the day-to-day operations of Workday, the HR Information System (HRIS) ensuring its effective utilization within the organization, providing high-level technical support, and troubleshooting system and end-user issues. The manager ensures that HRIS services meet organizational needs and continuously works on process improvements to enhance efficiency and service quality. The HRIS Manager will work closely with HR, IT and other cross-functional teams to ensure that the system meets the business needs and requirements of the organization. In partnership with the Human Resources Director, leads all HRIS, reporting, audits and special projects by analyzing data, recommending solutions, and providing a broader perspective to HRIS in a fast-paced environment. Responsible for the support and maintenance of the HR systems and maintaining data integrity. Accountable for a staff providing support, research, implementation and development of people strategies. Responsibilities/Duties: Manage and support Workday HCM, overseeing system configurations, security, data integrity, and reporting. Serve as the system expert, ensuring alignment with HR strategy and business needs. Provide leadership across all HRIS functions and guide the HRIS team in delivering effective, high-quality solutions. Collaborate with workstream leads and stakeholders to define requirements and lead the implementation, testing, and deployment of Workday modules and process changes. Oversee the development and maintenance of Workday reports and dashboards, ensuring data accuracy and actionable insights. Partner with Finance, IT, and other key stakeholders to understand business needs and recommend technological solutions to streamline and automate processes. Analyze and resolve system issues to ensure seamless functionality and align solutions with evolving business needs. Develop and implement data management strategies to ensure data accuracy, integrity, and security within the HRIS. Monitor data quality and troubleshoot any issues as needed. Manage Workday security, including user access, permissions, and role reassignments as the system Security Administrator. Partner with HR and business leaders to identify and define areas of focus, data needs, metrics, reports and dashboards. Drive enhancements in analytics to support HR strategies. Continuously monitor Workday trends and best practices to optimize platform performance and user engagement. Maintain organization, position and compensation-related data in the HRIS system, including salary structure, job codes and titles, grade quartiles, and tier leveling. Provide support to end-users in resolving issues related to the HRIS system. Manage HRIS ticketing systems ensuring that tickets are triaged and resolved promptly and courteously. Oversee the preparation of data for the annual budget and reforecasts as requested for current and open headcount, as well as information on future insurance and pension contributions. Complete annual audits on the Defined Benefit and Defined Contribution plans, as well as provide data for insurance carriers underwriting requirements, CDAA IT Processes audit, FEMA requests, TDEM Compliance Reviews, Fiduciary Liability Policy census, Port Houston’s CAFR, and all benefit enrollments. Oversee department SharePoint site for all HR programs. Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you). Perform other duties as required. Education/Experience: Bachelor’s degree in Human Resources, Business Administration or related major obtained through a formal 4-year degree public or accredited private college or university required 7+ years of previous experience in a variety of Human Resources positions with progressively responsible scope required Previous supervisory experience preferred Prior Workday Experience preferred SHRM-SCP/SHRM-CP or SPHR/PHR certification required HRIP certification a plus Workday certifications preferred Knowledge, Skills and Abilities: Knowledgeable of employment law policies and practices Demonstrated skill in effective communication (written, verbal and listening), process management, analytical, decision making, organizational, project management, negotiating, and time management Effective communication and interpersonal skills with all levels of employees, management, and customers Tactical critical thinking skills Strong leadership skills Exceptional customer service skills Ability to implement changes effectively throughout organization and facilitate team and client relationships to satisfy needs and identify improvements Ability to effectively present information and respond to questions from internal and external customers Ability to be flexible and creative in problem solving and identifying program improvements Technologically savvy Must possess a strong proficiency in HR/Payroll systems, as well as proficiency with Microsoft Word, Excel, PowerPoint, and Outlook Key Competencies Required: Building Partnerships Commitment Through Action Developing Others Effective Communication Strategic Decision Making Technical/Professional Knowledge and Skills Analytical thinking skills Customer Focus Attention to Detail Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
