Position: IT Manager- Japanese Bilingual

Work location: Torrance, CA (Ann Arbor, MI or Mesa, AZ location is also considered)

Work Style: Office

Work hours: M-F 8-5 (some occasional overtime)

Salary Range: $90K/year

General Position Summary

The IT Infrastructure & Security Governance Manager is responsible for maintaining and enhancing capabilities of the IT infrastructure, information security, and their governance across all locations of the company Group in the United States by strategic leadership and hands-on technical skills. This position plays a pivotal role in daily management and support, building new capabilities, information security management, and ensuring smooth communication between each location and the Corporate IT (IT Department of the coompany in Japan). This position will collaborate with various stakeholders, including the Corporate IT, location managements and IT staff (including contributors), to ensure efficient operation of IT infrastructure and information security, aligning with organizational goals. Reports directly to President & CEO.

Essential Duties and Responsibilities

IT Management

1) Sole IT Personnel at the Daicel America Holdings, Inc.

Hands-on maintenance and management for the PCs, smartphones, networks, business systems, and information security of the company. Provide hands-on support for technical issues and respond to questions and requests from employees. Collaborate with contracted IT vendors, the group-wide helpdesk, and Corporate IT to address the issues. Continuously plan and implement measures to improve their efficiency. 2) IT Support for Locations in the United States

Provide IT helpdesk and management services like those of the affiliated company to small locations without IT staff. (Hands-on support can be provided by the IT vendor contracted by each location.) Respond to requests for support when issues or requests that cannot be resolved internally at locations with IT staff, determining and providing necessary assistance. For IT related requests that fall outside of the personnel's authority or skill, coordinate with appropriate contacts such as IT vendors or Corporate IT, and trace the situation until resolution. Evaluates and engages with external IT vendors and service providers to obtain necessary products and services as requested by Management or local IT staff. Conducts training sessions and workshops to enhance IT & information security skills and knowledge among regional staff. 3) Management of Group Common Services in the United States

Responsible to oversee the availability and optimal performance of group-wide services (SD-WAN, SASE, ZTNA, and Microsoft services) in the region. Utilize administrative privileges delegated from Corporate IT, such as ID management, to eliminate time differences and communication gaps when responding to requests from local IT staff. 4) Oversight of Information Security in the United States

Ensures compliance with relevant industry standards, regulations, and corporate policies in United States. Leads the implementation and enforces security measures to protect the IT assets, data, and privacy. In the event of an information security incident occurring, collaborate with Corporate IT and stakeholders at the affected location to lead problem resolution and permanent countermeasures. 5) Planning and Execution of Regional IT Strategy

Collaborates with corporate IT to develop and implement the regional IT strategy and regional shared infrastructure, aligned with the organization's overall IT objectives. Identifies and prioritizes IT projects and takes an initiative based on local requirements and business needs. Manages IT resources effectively across the region, ensuring adequate staffing and allocation of equipment and software licenses. Negotiates contracts, reviews service level agreements (SLAs), and monitors vendor performance across the region. Develops and manages the regional IT budget, closely monitoring expenses in each location, and ensuring cost-effective IT solutions and services. Provides input for IT-related expenditure forecasts and recommends strategies for cost optimization. Prepares and presents regular reports on IT performance, project status, and key performance indicators (KPIs) to each location and corporate stakeholders. Management & Supervision

Designs, implements, and reviews annual action plan and payroll budget for the own department. Develops, implements, and reviews company mid-term business plan for the own department. Monitors staff members with work progress and daily operation. Motivates staff members by providing positive feedback and skills development. Provides training to staff members to complete their tasks. Others & Miscellaneous

Supports and coordinates visitors and guests, including scheduling, and attending meetings. Promotes continuous improvement, more efficient and less expensive ways and means in work processes for all tasks. Performs special projects and other miscellaneous duties as assigned by Management. Maintains high ethical standards in the workplace. Reports all irregular issues and problems to Management for a solution. Maintains good communication with other Managers, staff & outside contacts. Complies with all company policies and procedures. Responsible for maintaining a clean and safe working area. Qualifications

Education & Work Experience

Bachelor's degree in computer science, Information Technology, or a related field (master's degree preferred). Proven experience with 5+ years in IT infrastructure or related field management. Skills & Qualification

Flexible attitude to proactively create schemes and procedures from scratch. Strong leadership and team management skills, with the ability to lead and motivate local IT staff effectively. Experience in budgeting, cost management, and vendor negotiation. In-depth knowledge of IT infrastructure (Windows PC, iOS device, Windows/Linux server, LAN device, WAN service, Web filter, DNS, VPN and Firewall). Cloud based infrastructure (e.g. VDI, XaaS, SD-WAN, SASE) is a plus. In-depth knowledge of user ID management system both on-premises (Windows Active Directory) and cloud-based (any services, Microsoft Entra ID preferred). Knowledge of device management system (Microsoft Intune preferred). Knowledge of cloud-based communication service administration is a plus (Microsoft Office365 preferred). Knowledge of security best practices and experience in implementing security measures and its management in diverse environments. Through knowledge with relevant regulations and compliance standards in United States. Excellent communication in both English and Japanese, and interpersonal skills with the ability to collaborate with diverse stakeholders. Ability to prioritize and manage multiple projects and tasks effectively across the region. Ability to work in a team environment. General IT knowledge about non-infrastructure for manufacturing industry (e.g. ERP, MES, database) is a plus.
