Overview
HDR has an excellent career opportunity for an experienced professional to join the Colorado Area Water Business Group (WBG) leadership team. The Area Wastewater Market Sector Leader will lead growth and development in the wastewater market in Colorado, covering wastewater treatment and effluent management, pump stations and pipelines, biosolids, and One Water collaboration.
Primary Responsibilities
Primary responsibilities include advancing business development strategies, developing and pursuing new clients and projects, client management, project management for key projects, technical input on projects, and staff development. The selected candidate will have strong written, presentation, and speaking skills, as they will work directly with clients and staff. Responsibilities also include collaborating with other technical and marketing staff in pursuing new projects, leading selected pursuits, and serving as client manager for key clients, providing leadership in addressing client issues and coordinating multiple projects.
Wastewater Market Sector
The Wastewater Market Sector is a highly technical and diversified area within the Water Business Group. It serves local municipalities, private entities, water utilities, and federal, regional, and local governments in the US and Canada. HDR is ranked sixth in size in water supply and treatment by Engineering News-Record in 2024. The market sector includes utilities master planning; strategic advisory services; transmission and distribution; water supply management; water treatment and reuse; construction management and inspection; asset management and operations support. The sector comprises a multi-layer organization to drive business and client development, align with strategic initiatives, and promote HDR’s brand with clients and across wastewater markets.
Business Development Responsibilities
The Area Wastewater Market Sector Leader will provide substantial support in assessing the Area’s marketplace and tailoring technical business development tactics needed to capture new HDR clients, win contracts, and expand HDR’s market share. Business development extends across sectors with other Transportation, Resources, Water, and Federal Business Group market sectors. This role will implement Market Sector strategies and tactics that add new clients and expand market share, interfacing with Regional/Area client development programs, Strategic Pursuits, and marketing leaders. It includes cross-sector collaboration on opportunities such as One Water, wastewater treatment and conveyance, climate resiliency, environmental justice, emerging contaminants, sustainability, and carbon management.
Incorporate the corporate and Water Business Group vision within the market sector to become the industry leader. Translate national market drivers to Area-specific strategies and collaborate with local departments on premarketing and relationship development for long-term opportunities.
Serve as the Client Manager for selected key clients within the Area; be active in the industry through client relationship development, professional organizations, conference presentations, and client development workshops.
Promote HDR services to Wastewater clients within the Area in collaboration with client managers.
Participate as a member of the Colorado Area Water Business Group Leadership Team.
Collaborate with Area Water Business Group Manager and Area Business Development Manager on market sector initiatives.
Work with the Business Development Manager to deploy pursuit strategies and support client relationship development and pursuit processes using proven capture techniques.
Support selected pursuits through client relationships and strategy development, including value-added technical differentiation and pursuit participation.
Engage in industry associations and leadership roles to promote HDR as a company role-model.
Identify investments (recruitment and technology) to maintain or drive HDR toward industry leadership.
Monitor marketing capabilities and provide Wastewater Market Sector support to help the Area achieve goals.
Develop relationships with industry counterparts in other consulting and construction organizations and with senior leadership at key client organizations.
Staff Development Responsibilities
The Area Wastewater Market Sector Leader will seek opportunities to enhance practices, promote staff growth, and develop talent. Through project delivery leadership, strategically assign staff to deepen skills, mentorWastewater staff capabilities, and assist with recruitment of future market sector employees.
Provide Wastewater Market Sector input and support for Area work-sharing within the Central region and the broader Water Business Group.
Collaborate with Central Region leaders to drive technical excellence and coordinate staffing to support the program and Drive to Zero initiatives.
Identify needs and opportunities for new technical services and products to maximize practice breadth and depth.
Coordinate staffing and recruitment plans; identify resource gaps and support talent management and recruiting efforts.
Support to Key Program/Project Delivery
The Area Wastewater Market Sector Lead will assist Area leadership in key project delivery, focusing on client management and QA/QC for successful delivery. Facilitate cooperation and remove barriers to success; work with leadership to implement process improvements and leverage work sharing to meet or exceed goals.
Monitor staff workload and promote effective use of resources; assist in applying staff expertise to projects.
Assist with contract review on key projects to ensure risk management, proper staffing, quality reviews, and resolution of claims.
Engage in QA/QC processes and share lessons learned; support project activities with key technical expertise.
Take on Project Management and Principal in Charge assignments to drive client satisfaction, staff development, and mentoring.

Required Qualifications
Bachelor’s Degree in engineering, planning, or related field
Minimum of 10 years of industry experience
Experience in development and management of strategic marketing programs for planning and/or engineering services
Experience in development and management of a wide range of client relationships and project pursuits
Experience in staff development, including recruiting and career growth
Experience with industry associations and maintaining a visible market-sector profile
Ability to work cooperatively with Regional Market Sector Directors, Market Sector Directors, and Area leadership
