Oversee consultants responsible for the construction of local, state, and federally funded transportation infrastructure and urban design projects. Direct supervision of other engineering staff in the Contract Construction section. Directs the conduct of field surveys to identify conditions that may impact the scope of proposed construction, repair and maintenance projects. Review concept plans, construction documents, specifications, cost estimates and engineering calculations for projects to ensure compliance with policies, procedures, codes, guidelines, established design criteria, and constructability. Meet with engineers and consultants to determine scope, costs, and specifications for projects such as roadway, utilities, structures and related systems and assist staff in resolving complex engineering design and construction problems. Visit construction sites to monitor the status of projects. Research new materials, techniques, and software for use in engineering projects. Coordinate with City departments, sister agencies, state and federal agencies, community groups, and the public on projects. Coordinate projects with the Illinois Department of Transportation (IDOT), Federal Highway Administration (FHWA) and other regulatory agencies. Prepare for and attend community meetings. Develop project scopes, budgets, and schedules. Review and evaluate consultant proposals and make recommendations for the awarding of contracts. Coordinate with public utilities to facilitate scheduled projects and conflict resolution. Coordinate permit applications and restoration agreements. Perform project management of complex transportation infrastructure projects. Direct the preparation of project status and cost reports to management and funding agencies including FHWA and IDOT. Review and approve plan changes and contract modifications submitted by engineering staff. Assign various projects to staff and review and evaluate their performance. Provide technical information on engineering projects at hearings and legal proceedings as needed. Review payment vouchers submitted by engineering and construction firms ensuring payment requests reflect completed work according to contract specifications. Assist in training and providing guidance to lower-level staff and monitor consultant construction engineering staff. Performs related duties as required. Qualifications
Bachelor’s degree in Engineering from an accredited college or university, plus five (5) years of work experience in planning, design and construction management of engineering projects or related work, with three (3) years in a supervisory role, or an equivalent combination of training and experience; minimum degree requirement must be met. Registration as a Professional Engineer (P.E.) is required. At the time of employment, must have obtained P.E. registration in the State of Illinois. A valid State of Illinois Driver’s License is required. Selection Requirements
This position requires an interview which will include a writing exercise. The selected candidate will be chosen based on qualifications demonstrated in both the oral and written portions of the interview. Preferred Experience
Project management experience in urban transportation design and/or construction projects such as major bridge rehabilitation or reconstruction, roadway corridor reconstruction, arterial street resurfacing, viaduct vertical clearance improvements, traffic signal modernization, and/or major intersection reconfiguration. Experience with project concepts, scopes, estimates, plans, and specifications. Experience working with transportation agencies (CDOT, IDOT, FHWA) and knowledge of their standards and guidelines. Experience with construction documentation requirements. Ability to deliver projects in a complex and high-stress environment. Proficiency in Microsoft Office (Excel, PowerPoint, Outlook).
