Job Title: Assistant Town Treasurer/Collector
Department/ Division: Finance/Treasurer Collector Union Affiliation: Non-Union Status: Full-Time Pay Grade: 12 Hours Per Week: 40 Pay Rate: starting $36.30-$44.37/hour (based on experience), plus benefits. The Town of Yarmouth is searching for an Assistant Treasurer/Collector to join their Finance team! Working under the administrative direction of the Treasurer/Collector, performs administrative and supervisory work involving the receipt, expenditure and custody of municipal funds, the investment and borrowing of money, the custody of tax title properties, the collection of all money due to the Town, and payroll. When the Town Treasurer or Collector are on vacation or out for other reasons directly supervise daily operations of Treasurer and/or Collector employees, tax work off individuals, interns and volunteers. Supports all activities and responsibilities of the Town Collector including billing, receipt and collection of property taxes (real and personal), motor vehicle excise taxes, boat excise taxes, and other miscellaneous receivables. Supports collection of water, service connection, septage and solid waste bills. Fosters collaboration, coordination and communication with other Town Departments/Divisions that contribute data and other information required to issue bills timely and accurately. Supports all activities and responsibilities of Treasurer including: clearing committed amounts by timely collection, warrant to deputy collector, tax title, or abatement; managing tax accounts affected by Bankruptcy and Land Court decision; receiving and verifying deposits, and posting to financial system revenue from all Town departments. Establishes payment plans with delinquent payers as needed and monitor payers adherence to the plan; and carry out other specialized collection efforts. Auction Tax Titles and process Land of Low value delinquent properties. Serve as custodian for all foreclosed properties. Responds to questions and concerns from taxpayers on bills and payments and resolve complaints with tact and professionalism. Supports Finance Department in developing and implementing cash management procedures to maintain internal controls while improving efficiency and maximizing cash flow and in oversight of banking services. Assists Treasurer and Finance Director with long and short-term borrowing with support from the Town's financial advisor and bond counsel; prepares annual debt service budget for review; processes timely payment of all obligations. Ensures timely and accurate payment of all vendor warrants, payroll warrants, and debt service as directed by the Finance Director. Prepares monthly reconciliation of all cash and all bank accounts and the timely preparation and submittal of all cash reports to the Commonwealth as required by statute or regulation. Prepares reports and analysis as scheduled and/or as necessary of all collections, receipts, bank reconciliations, cash reconciliations, trust fund reconciliations, deferral and tax title reconciliations for the Town Accountant, the Town's auditors, and the MA Department of Revenue. Explains to the public the policies and procedures of the Treasurer/Collector’s Office; tactfully, courteously, patiently and effectively deal with individual taxpayers regarding tax actions, complaints, personal and confidential finances in such a manner as to obtain cooperation and to avoid friction. Maintain confidential information such as official personnel files and client records. Destroys documents as appropriate in accordance with the Public Records Law. Assist in the preparation of the annual budget request for the Treasurer/Collector’s Office. Upon adoption of the budget, monitor expenditures throughout the fiscal year and notify supervisors of any potential budget shortfall. Submit purchase order requisitions to the Town Accountant as needed. Prepare regular requests for payment of vendors and employees and submit timely to the Town Accountant. Conduct bids and RFPs as appropriate for vendor contracts. Performs similar or related work as required or as situation dictates. RECOMMENDED MINIMUM QUALIFICATIONS
Bachelor’s degree in Business Administration, Accounting or related field; Certification as MA municipal Treasurer and Collector preferred. Five years experience in a responsible position involving payroll, bookkeeping, accounting and treasurer/collector functions; or any equivalent combination of education and experience. Must be able to be bonded throughout tenure in position. PHYSICAL DEMANDS
Ability to operate a keyboard. Ability to sit for long periods of time while working. Good close vision at or correctable to normal range in order to work with numbers and details for long periods of time. While performing the duties of this job, the employee is frequently required to sit, talk or hear. The employee is occasionally required to walk; use hands to operate, handle or feel objects tools or controls and reach with hands and arms.
