The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by ensuring professionals comply with state licensing laws. DOL oversees 26 boards of registration, licensing and regulating more than 500,000 individuals and businesses in over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI) and the Office of Private Occupational Schools. About the Role
The State Building Inspector II’s ("Inspector") primary responsibilities include supervising the enforcement and implementation of the Building Code; developing and delivering training to municipal building inspectors; inspecting new and occupied buildings and structures; inspecting amusement devices; investigating Building Code complaints and violations; witnessing tests on safety devices; providing technical assistance; reviewing local building inspection decisions and practices; soliciting information regarding pre-construction requirements; responding to inquiries from public and/or private individuals and groups; establishing and maintaining liaison with federal, state, and municipal agencies and other personnel involved in building construction; and performing related work as required. The role ensures compliance with applicable laws, rules, and regulations relative to building construction and maintenance and determines enforcement action as appropriate. Duties and Responsibilities:
(these duties are a general summary and not all inclusive): Review permits and construction work on state-owned, leased or controlled properties within the assigned district. Inspect buildings and other structures during and after construction for structural and exit safety and for compliance with fire prevention standards, the State Building Code, referenced standards, and related laws, rules, and regulations; investigate Building Code violations and enforce provisions by issuing notices of violation or halting construction as needed. Witness tests of fire protection systems, emergency lighting and generator systems to ensure compliance with laws and regulations; cite violations when appropriate. Provide technical assistance and advice to builders, local building officials, and the public regarding the State Building Code and related regulations; respond to questions and provide technical information to Agency legal counsel as needed. Resolve differences between local building officials and permit holders regarding interpretation of the State Building Code and related laws; review orders or decisions for conformance where applicable. Investigate written complaints concerning construction supervisors or local inspectors; review credentials and conduct investigative interviews to ensure compliance with applicable laws and responsibilities. Investigate modular building complaints and identify issues related to compliance; provide findings to the BBRS in a written report. Review information on permit applications or plans concerning proposed construction or maintenance requirements to approve or disapprove permits or plans based on conformance to the Building Code and related standards. Establish relationships with engineers, contractors, professionals, agencies, and other parties to promote uniform interpretation of laws, rules, and regulations. Represent the Agency at public and private boards, commissions, committees, and in court to provide policy and expert opinion as directed by supervision or management. Serve as a temporary state police officer at the Governor’s or Commissioner’s discretion to assist in public emergencies. Inspect amusement devices to ensure compliance with laws and regulations; determine causes of accidents by interviewing witnesses and professionals as needed. Analyze complaints, identify information needs, and collaborate with others to determine proper actions. Respond to inquiries by explaining policies and regulations and referring to appropriate resources when necessary. Prepare reports, notices, and corporate correspondence; participate on committees or boards as a representative of the agency. Serve as a temporary city or town building official for up to 30 days at the discretion of BBRS and the Commissioner. Working Conditions
Building inspectors are exposed to adverse weather and may walk and stand for extended periods. Travel may be required; shifts may include nights, weekends, and holidays; exposure to hazardous conditions on construction sites and in related environments; ability to climb stairs above 15 feet may be required. Substitutions: An Associate’s degree with a major in building construction or building design may substitute for up to one year of the required experience. A Bachelor’s degree with a major in architecture or architectural/structural engineering may substitute for up to two years. A Graduate degree with a major in architecture or architectural/structural engineering may substitute for up to three years. Applicants must possess a current and valid Inspector of Buildings/Building Commissioner certification issued by the Massachusetts Department of Public Safety’s Board of Regulations and Standards and meet all requirements outlined in Massachusetts General Law, Chapter 143, Section 3. At time of application, applicants must possess a current and valid national Association of Amusement Rides Safety Officials (NAARSO) certification or Amusement Industry Manufacturer and Suppliers International (AIMS) certification. Applicants not possessing either certification must acquire certification within 24 months of hire. License or Certification Requirements: Possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator’s License.
