Position Description

The Proposal Lead is a key member of our Project Development Team responsible for growing the company’s presence throughout the Southwest with a focus on client research, client development, marketing, proposal creation and management, communication strategies and outreach, and project procurement. This role reports to the Project Development Director and works within the Project Development and Marketing Group. Top priorities include developing and designing proposal content, client and statements of qualifications, and presentations to support bringing in new work. The Proposal Lead creates and supports multiple simultaneous proposal responses including requests for qualifications (RFQ) and requests for proposals (RFP). The role collaborates closely with the Proposal Manager, Project Development Director and regional leadership to execute effective proposals and marketing initiatives. The Proposal Lead authors, edits, and organizes the components of a proposal package to ensure content is comprehensive, client-specific, and aligned with Hensel Phelps brand standards.

Responsibilities

Grow the company\'s presence in the Southwest through client research, development, marketing, and outreach. Lead the creation and management of proposal content, including RFQ/RFP responses, statements of qualifications, and presentations. Collaborate with the Proposal Manager, Project Development Director, and regional leadership to execute effective proposals and marketing initiatives. Author, edit, and organize proposal components to ensure accuracy, completeness, and brand alignment.

Qualifications

Bachelor’s degree in marketing or a relevant field. 5 years of architecture, engineering, and construction experience and/or a combination of education and experience. Microsoft Office Suite competency. 5+ years of management experience. 3+ years’ experience with CRM software. 3+ years’ experience with Client Relationship Management software. Highly organized with strong task management skills. Demonstrated strong writing, editing, and proofreading skills with attention to detail. Ability to communicate effectively with senior management, supervisors, peers, and clients. Ability to manage multiple projects and deadlines with shifting priorities. Experience conducting research and applying analytical skills. Ability to work independently and as part of a team. Thorough understanding of construction industry terminology and procedures. Proficiency in Adobe Creative Cloud (InDesign, Illustrator, Photoshop) with strong graphic design and layout capabilities.

Preferred Qualifications

Certified Professional Services Marketer (CPSM) Leads all RFQ/RFP responses, including complex design-build pursuits, ensuring theme, scope, qualifications, and visuals are accurate and compelling. Ensures high quality and competitiveness of RFQ/RFP responses and coordination with senior technical staff and project teams. Facilitates collaboration among team members to prepare proposal materials with writing, editing, and formatting. Maintains strong team collaboration and productivity among required stakeholders. Prepares proposal materials with graphics, writing, editing, verifying, and formatting to high quality standards. Works with project teams to prepare client interview materials and presentations. Monitors and communicates timelines with local and remote partners to ensure deadlines are met. Oversees input into company-wide databases with project and proposal information. Coaches and mentors coordinators for expanded proposal responsibilities. Represents the brand consistently across online activities and events.

Physical Work Classification & Demands

Light work; exerting up to 25 pounds of force occasionally, up to 10 pounds frequently. Occasional standing, walking, reading, typing, and office-related activities; Frequent computer and office machinery use; frequent communication with employees and stakeholders. Regularly seated in front of a computer screen; visual acuity required; ability to operate a vehicle as needed. Occasional exposure to varying temperatures, noise, and outdoor conditions.
