The
Senior Business Data Analyst
will play a key role in analyzing complex business requirements, documenting current processes, and identifying opportunities for system and process improvements. This position will focus on eliciting and writing comprehensive business requirements, Epics, and User Stories with clear acceptance criteria to ensure alignment between business objectives and system capabilities. The role requires close collaboration with business stakeholders, product owners, and technical teams to communicate functional and non-functional requirements effectively. The analyst will also design visual data models, support data workflow optimization, and facilitate workshops to capture business needs. This is a senior-level role requiring extensive experience, independent judgment, and strong communication skills.

Responsibilities • Analyze current operational procedures, data flows, and system capabilities to identify areas for improvement. • Elicit, document, and validate detailed business requirements, Epics, and User Stories, including acceptance criteria. • Collaborate with stakeholders, product owners, and technical teams to ensure alignment of requirements with system functionality. • Conduct cost/benefit analyses of alternative solutions and recommend the most effective approaches. • Create and maintain data-related documentation such as data dictionaries, requirement specifications, and data mapping documents. • Develop and present visual data models, dashboards, and reports to communicate trends and project timelines. • Lead data-focused meetings, facilitate workshops, and document outcomes to drive issue resolution. • Provide expertise in designing and optimizing data workflows and data management processes. • Support system enhancements and new implementations by translating business needs into actionable development requirements. • Serve as a subject matter expert in data analysis and requirements gathering across multiple concurrent projects.

Requirements
Minimum Qualifications • 8+ years of experience as a business data analyst in the IT industry with strong analytical and documentation skills. • Proven ability to collaborate with both technical and non-technical teams to analyze complex business problems. • Extensive experience designing and optimizing data workflows using modeling or mapping tools. • Demonstrated ability to write Epics, User Stories, and acceptance criteria for development and QA teams. • Strong experience in creating and maintaining data documentation (data dictionaries, requirement documents, mapping specs). • Skilled in designing and presenting visual data models and dashboards. • Proven ability to lead meetings, document outcomes, and resolve data-related issues.

Preferred Qualifications • Bachelor's degree in Data Science, Computer Science, Information Systems, Business Analytics, or related field (or equivalent experience). • Strong multi-tasking skills with experience managing multiple data projects simultaneously. • Working knowledge of SNAP, Medicaid, and TANF eligibility rules and related federal/state guidelines. • Experience interpreting and applying policy within an integrated eligibility case management system.
