Overview

The Maryland Department of Labor Division of Workforce Development and Adult Learning - Correctional Education unit is accepting applications to build an applicant pool for current and anticipated position vacancies. Grade: ASTD23. Location: MD Department of Labor Headquarters, 100 S. Charles Street, Baltimore, MD 21201. Main Purpose of Job: Represent MD Labor within the Division of Workforce Development and Adult Learning for the Correctional Education program. Provide services to students with disabilities who attend a CE school located within DPSCS facilities. Report to MD Labor headquarters in Baltimore, MD. This role will work with the CE Special Education Coordinator, related service providers, CE Special Education Teachers/Case Managers, CE General Education Teachers, CE Principals, and the CE Special Education Data Manager/IEP Specialist to ensure students on the caseload (primarily ages 18 to 21) receive: representation at IEP and 504 meetings, counseling services, formal and informal assessments, observations and interviews for data collection, and parent/guardian collaboration. Documentation on the Maryland Online IEP (MOIEP) system must be completed to uphold IDEA, COMAR, and MSDE guidelines. Confidentiality of students’ records must be maintained in accordance with IDEA, COMAR, MSDE, MD Labor, CE, FERPA, and HIPAA policies. Position Duties

Provide quality and timely in-person counseling services in accordance with students\' IEP goals and related service hours. Provide transportation to and from assigned CE schools on a monthly and/or bi-weekly basis. Bi-weekly documentation of counseling sessions on MOIEP and a related Google tracking document. Tri-annually complete students\' IEP Progress Reports based on goals. Consult with students\' teachers, related service providers, and parent/guardian regarding student growth, challenges, and needs. Attend child-find, IEP, and 504 Plan meetings to assist in eligibility, program planning, and documentation revisions. Conduct consultations with students\' teachers, parents/guardians, related service providers, DPSCS case managers, and the Special Education Coordinator as part of the interdisciplinary team. Use a range of tools to conduct in-person psychological assessments to determine cognitive, behavioral, and comprehensive psychological reports. Interpret and discuss diagnoses and recommendations at meetings as reflected in the reports. Write MOIEP present levels of academic achievement and functional performance (PLAAFPs) and identify goals, objectives, and related services when applicable. Document discussions with a parent/guardian in MOIEP with date and content. Communicate absences or delays in attendance to the coordinator and ensure advance notice for testing and meetings. Coordinate with school principals and CE teachers to conduct formal testing, attend IEP meetings, and collaborate with staff. Participate in CE professional development and design/provide professional development for CE staff related to related services. Minimum Qualifications

Education: Determined by the Maryland State Board of Examiners of Psychologists under licensing requirements for Psychologists. Experience: Two years of experience rendering psychological services or engaged in psychological research after receipt of the Psychologist license. Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Clinical Psychology classifications or Psychology codes for the required experience. Desired or Preferred Qualifications

Responsibilities may include, but are not limited to: One (1) year of experience conducting formal psychological evaluations, writing comprehensive psychological reports, and identifying students\' primary disability for eligibility determinations. One (1) year of experience counseling students in a school setting on IEP goals and objectives. One (1) year of experience collaborating with a multidisciplinary team on IEP development and implementation. Licenses, Registrations and Certifications

Must be licensed as a Psychologist by the Maryland Board of Examiners of Psychologists prior to permanent appointment. Applications may be designated pending until license is obtained. Employees may be assigned duties that require operation of a motor vehicle and must possess a valid Maryland driver\'s license. Special Requirements
