The Maryland Department of Labor Division of Workforce Development and Adult Learning - Correctional Education unit is accepting applications to build an applicant pool for current and anticipated position vacancies. Grade : ASTD23 Location of position : MD Department of Labor Headquarters 100 S. Charles Street Baltimore, MD 21201 Main Purpose of Job

To represent Maryland Department of Labor (MD Labor) within the Division of Workforce Development and Adult Learning (DWDAL) for the Correctional Education (CE) Special Education program. To provide services to students with disabilities who attend a CE school located within the Maryland Department of Public Safety and Correctional Services (DPSCS) facilities. To report to MD Labor headquarters in Baltimore, MD. This individual will work primarily with the CE Special Education Coordinator, Special Education related service providers, CE Special Education Teachers/Case Managers, CE General Education Teachers, CE Principals, and the CE Special Education Data Manager/IEP Specialist. This individual will ensure students on their caseload, primarily ages 18 to 21, receive representation at child-find, amendment, annual, and triennial IEP and 504 meetings; counseling services; formal and informal assessments; observations and interviews for data collection; and parent/guardian collaboration. This individual will complete assigned documentation on the Maryland Online IEP (MOIEP) system to uphold the IDEA, COMAR and MSDE guidelines and maintain strict confidentiality of students’ records in accordance with IDEA, COMAR, MSDE, MD Labor, CE, FERPA, and HIPAA. Position Duties

Provide quality and timely in-person counseling services in accordance with students' IEP goals and related service hours. Provide transportation to and from assigned CE schools on a monthly/bi-weekly basis; document counseling sessions on MOIEP and related tracking documents. Tri-annually complete students’ IEP Progress Reports based on their goals. Consult with students' teachers, related service providers, and parent/guardian regarding counseling progress, needs, and growth. Attend child-find, IEP, and 504 Plan meetings to assist in eligibility, program planning, and document revision. Conduct consultation sessions with students' teachers, parent/guardian, related service providers, DPSCS case managers, and/or the Special Education Coordinator as part of the interdisciplinary team. Use a range of tools to conduct in-person formal psychological assessments to determine cognitive, behavioral, and organizational needs and prepare Comprehensive Psychological Reports. Interpret and discuss diagnosis, etiology, and treatment recommendations at meetings as reflected in the Comprehensive Psychological Report. Write MOIEP PLAAFPs and, if applicable, identify goals, objectives, supplements, and related services. Document discussions with a parent/guardian on MOIEP with time, date, and content. Communicate with the Special Education Coordinator regarding absences or delays; notify about attendance, field visits, or paperwork in advance. Coordinate with school principals and Special Education Teachers to conduct testing, attend IEP meetings, counseling sessions, and staff collaboration; maintain a daily calendar. Collaborate with the Special Education Coordinator to design and provide professional development for CE staff related to related services. Minimum Qualifications

Education: Determined by the Maryland State Board of Examiners of Psychologists under licensing requirements for Psychologists. Experience: Two years of experience rendering psychological services or in psychological research after receipt of the Psychologist license. Note: Candidate may substitute U.S. Armed Forces military service experience as a commissioned officer in Clinical Psychology classifications or Psychology career codes on a year-for-year basis. Desired or Preferred Qualifications

One (1) year of experience conducting formal psychological evaluations, writing comprehensive psychological reports, and identifying students’ primary disability for eligibility determination. One (1) year of experience counseling students in a school setting on IEP goals and objectives. One (1) year of experience collaborating with professionals on multidisciplinary teams for IEP development and implementation. Licenses, Registrations and Certifications

Must be licensed as a Psychologist by the Maryland Board of Examiners of Psychologists prior to permanent appointment. If license is not yet obtained, application may be submitted in pending status; license copy must be provided when obtained. Duties may require operation of a motor vehicle; valid Maryland driver’s license required. Special Requirements
