Overview
ASR is seeking an experienced
Construction Management Representative (CMR)
to provide construction management support to government project teams at the White House and on the Presidents Park grounds. The CMR will oversee, manage and inspect the work of various construction contractors performing on-site construction activities. Responsibilities
Oversee, manage and inspect the work of various construction contractors performing on-site construction activities, escorting for site visits Manage and inspect projects for progress, workmanship and conformance with the contract documents and existing codes Arrange and conduct meetings at various locations and project sites Complete and submit Daily Diary reports and weekly field reports for each project Update project team members on work progress, address outstanding project issues and coordinate upcoming work activities Provide technical assistance and support to Government Project Teams during construction on multiple projects Review, comment, and process Division 01 submittals and monitor compliance Attend safety meetings, monitor compliance with safety requirements and document safety issues Draft RFPs that define work to be performed and cite relevant specification sections with appropriate sketches Prepare Government Cost Estimates with breakdown of labor, materials, and equipment costs Review and assist with pre-negotiation objectives, conduct fact finding and clarifications with the contractor, and draft records of negotiation Perform quantity surveys, review and verify the contractor’s monthly progress payments Review and confirm certified payrolls and assist with labor interviews periodically Receive, log, and review submittals for completeness and accuracy Accept or reject informational submittals and assist in resolution, draft responses, track, and follow up on RFIs Review Contractor QC daily reports for accuracy and completeness Review and verify contractor project records (as-built drawings) are updated to reflect changes Review and document contractor claims for additional cost and/or time Coordinate inspections and perform field investigations, site surveys, and utility investigations as directed Issue inspection deficiency lists to the contractor and draft related deficiency letters Verify that all required O&M manuals, warranties, guarantees, and close-out requirements are complete and in compliance with the contract documents Coordinate access and provide escorting to the construction site for contractor personnel and visitors Advise the project team of any foreseeable problems as construction progresses Provide regular project status reports Qualifications
Must be a U.S. Citizen. Must hold an active Top Secret security clearance and have the ability to retain a Top Secret level security clearance. Bachelor's degree in Engineering, Construction Management, or related field from an ABET-accredited college Minimum of 2 years of construction management/engineering work experience for multiple facility types on Federal Government projects Experience serving as a CM/CMR/Owner’s Representative/Construction Superintendent or similar role on at least 3 construction projects in the last 5 years Field experience on projects located in secure facilities with limited site access, and near sensitive resources Experience working with Government Project Managers / CORs on processing change requests, RFIs, submittals and field observation reports Knowledge of safety regulations and OSHA-30 certification Knowledge of construction practices, building codes, estimating, design, and technical writing Ability to manage complex projects, supervision and labor coordination Proficiency with Primavera P3 schedules and Microsoft Word, Excel, and Project Please note that your resume and candidacy is subject to customer approval and acceptance, clearance of the required background check, and maintaining the required level of security clearance.
