The 2024 Step Pay Program may increase the salary range for employees with time in the class series.
About the position CDOT has an opening for a Property Management Specialist (Real Estate Specialist II) in the Region 1 Right-of-Way Program located in Denver. This position is responsible for (1) coordinating the completion of selling, exchanging, leasing, and maintenance of CDOT-owned excess and remainder land parcels by following applicable procedures and requirements; (2) negotiating sales, leases and exchanges with both private parties and other public entities; (3) analyzing and making recommendations on development and local government sponsored developments with Region-owned ROW, or located adjacent to or impacting the Region's state highways; (4) working with CDOT's Agreements Office on intergovernmental agreements as needed for highway abandonments and disposal parcels; (5) drafting and reviewing licenses to allow crossing of needed access control lines and other licenses and permission documents allowing certain uses of Region ROW; (6) resolving disputes between recorded deeds, CDOT plans, and actual field measurements; (7) working with the Region Maintenance Unit and local governments to insure certain highway facilities located in CDOT ROW are properly maintained and that problems with weeds and trash are expeditiously addressed; and (8) assisting in researching applicable federal regulations, state statute and internal directives to determine legal obligations and proper direction.
Major Duties and responsibilities include but are not limited to:
Assists in negotiations of agreements required for complex real property trade and disposal transactions;
Prepares conveyance deeds and manages all aspects of the closings for such real property transactions;
Serves as the central point of contact for requestors and persons and entities with statutory rights of refusal and during the entire disposal or trade process.
Obtains and reviews appraisals or market studies by coordinating with Region 1 staff appraisers to determine lease rates, and FMV for disposals;
Participates in special support team functions by attending project team meetings and project/plan reviews and coordinates with project team leaders to develop right of way process timelines;
Negotiates the terms and conditions of the leases and licenses, obtains required approvals for acceptable non-standard provisions, manages all aspects of the closings for the transactions, and works with Statewide (Staff) Property Management to ensure lease is entered into tracking system;
Performs property management advisory support to all disciplines of the Right of Way Unit, and all CDOT specialty units regarding CDOT and Local Public Agency projects;
Prepares appropriate documents necessary for property disposal and under guidance from the Region Property Manager, prepare disposal packages for CDOT properties.
Other duties as assigned
Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday
Once training is completed, you will work a hybrid schedule with a combination of in-office and remote work. You will be required to work at least 2 days per week in the office
Travel during the workday throughout Region 1
May need to stay overnight to meet with landowners or to attend training
Required to operate CDOT vehicles
