Admin Officer III, Living Shorelines Specialist — Long-Term Contractual Location: Annapolis, MD – Anne Arundel County Main Purpose of Job
The Maryland Department of Natural Resources, Watershed and Climate Service Unit is currently accepting applications for a Long-Term Contractual Administrator II position to serve as a Living Shorelines Specialist. This position will fill the role of Living Shorelines Specialist at the Center for Restoration Finance within DNR’s Watershed and Climate Service. This position will manage the fiscal and administrative aspect of the Living Shoreline restoration programs affiliated with the Atlantic Climate Coalition Climate Pollution Reduction Grant (CPRG), which will advance the State’s climate mitigation efforts through tree planting, marsh restoration, construction of living shorelines, tidal exchange restoration, and development and implementation of Coastal Resilience Management Plans on the Lower Eastern Shore of Maryland. The Department was awarded approximately $43 million through a multi-state application to EPA’s CPRG program to support natural carbon sequestration through restoration and conservation. Position Duties
Coordinating the development and implementation of living shoreline projects in Dorchester, Wicomico, Worcester, and Somerset counties. Convening and leading technical and field staff from grantee organizations to ensure that project deliverables are being met through application of latest science and best management practices for water quality improvements. Guiding project partners on program and agency processes in order to obtain reports and data related to project implementation and resource deliverables. Managing restoration projects to document progress, oversight of invoicing and tracking of expenditures. Negotiating, developing and executing grants and contracts, including scheduling and conducting site visits and grantee meetings. Reviewing, approving and/or revising reports and invoices. Coordinating with the overall CPRG project team. Minimum Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Three years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience. Desired or Preferred Qualifications
The preferred candidate will have knowledge and experience with: Climate resilience and/or nature-based solutions; Living shoreline design and construction Coordination and management of grants, budgets, contracts or other funding programs; including developing scopes of work and executing contracts Licenses, Registrations and Certifications
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Selection Process

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
