Geospatial Enterprise Platforms Information Technology Specialist 4

Under the direction of the Manager Information Technology Specialist 1, SG-27, within the Digital Transformation Office/Geospatial Services/Geospatial Enterprise Services, the position will oversee the Geospatial Enterprise platform support function. Specific duties include, but are not limited to: The Enterprise-Platforms Information Technology Specialist 4 will provide server maintenance and support for the Geospatial Enterprise Services as needed for the GIS platform and will explore available GIS and server technologies to use and support the GIS platform. The Enterprise-Platforms ITS 4 will serve as the lead administrator, creating AD groups and applying governance standards to GIS platforms, including GeoHub. The Enterprise-Platforms ITS 4 will also handle requests for user/service account creation and access, along with other ITSM service catalog items, and will maintain records of all accounts necessary for operating the Geospatial Enterprise Services. The Enterprise-Platforms ITS 4 will assist with testing processes, troubleshooting, finding resolutions to issues, publishing scenarios, and establishing service publishing best practices and governance for GIS Platforms. Attends to REQ and INC in ITSM for the resolver group promptly. The Enterprise-Platforms ITS 4 will direct other Geospatial Enterprise Services staff to promptly attend to the resolver group's REQs and INCs in ITSM by assigning tasks. The Enterprise-Platforms ITS 4 will supervise, manage, and assist Geospatial Enterprise Services staff, assigning daily duties, offering knowledge transfer, assisting in Python scripting, server maintenance, software updates, change control windows, and monitoring and reporting on server environments. Participate in reviewing generated workflows, scripts, and other Platform derivatives to ensure adherence to and application of Platform governance standards. The Enterprise-Platforms ITS 4 will collaborate with Enterprise DBAs to design secure spatial databases. The role will include performing and supporting maintenance of spatial databases, installing and maintaining spatial database software to ensure it is current and meets ITS Security standards and version control, testing change controls affecting spatial databases, monitoring the operation and performance of spatial database software, and identifying and resolving issues within the software. Additionally, the Enterprise-Platforms ITS 4 will manage data imports into spatial databases and oversee all spatial database components in the GIS Data Warehouse. The Enterprise-Platforms ITS 4 will research new spatial database technologies, test new spatial database offerings to ensure they are properly set up and functioning, and assist with versioning, editing, reviewing, and merging features. The Enterprise-Platforms ITS 4 will participate in analyzing, designing, testing, planning, formatting, and laying out Extract, Transform and Load (ETL) workflows and data standards as needed for the GIS platform. The Enterprise-Platforms ITS 4 will also carry out testing, planning, service creation, and deployment of back-end data structures required for the GIS platform. Additionally, Enterprise-Platforms ITS 4 will manage and submit access requests to the spatial databases for Extract, Transform and Load ETL workflows, including but not limited to staging and the GIS Data Warehouse. The Enterprise-Platforms ITS 4 will maintain the Geospatial Enterprise Services Geo Jobe product suite offering, which includes the Geo Jobe Admin Tools, Backup My Org, and Clean My Org. In addition to the Geospatial Enterprise Services Geo Jobe product suite, the Enterprise-Platforms ITS 4 will oversee governance policies and standards for the capabilities of the Geo Jobe product suite. The Enterprise-Platforms ITS 4 will assist and guide other Geospatial Services sections and agencies in accessing and utilizing the Geo Jobe product suite's offerings and all its tools' capabilities. Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. Candidates must be reachable on the current eligible list for this title in order to be list appointed. ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence. Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
