SFDPH strives to achieve its mission through the work of multiple divisions — the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. The Senior Hospital Eligibility Worker performs a class-based test administered in accordance with Civil Service Rule 111. The eligible list resulting from this Class-Based Test will be used to fill vacancies in this class. Responsibilities Under general supervision, perform financial counseling, screening, and enrollment for medical coverage under the terms of various private and public healthcare and financial assistance programs, including Medi-Cal and Medicare, to maximize hospital reimbursement and facilitate patient care. Duties may vary by location. Essential functions include: Interview patients, relatives, and others to identify and determine eligibility for coverage of medical care under various federal, state, and private programs Counsel patients about eligibility, billing policies, reimbursement programs, qualification standards, procedures, and payment options Investigate payor requirements by obtaining benefits information and notifying insurance plans of patients' treatment needs Assist patients and their representatives to apply for Medi-Cal, California Children Services, and other federal, state, and county reimbursement programs Assist in registering patients into the hospital Communicate accurate financial reimbursement information and eligibility verification to healthcare professionals to aid in treatment planning Enter patient data into hospital database and computer programs to set up billing accounts, file monthly reports, track production, and update patient accounts Prepare, update, and maintain records related to patient eligibility information and health care payments; determine eligibility for third-party payment sources Maintain resource materials regarding regulations and procedures; keep current with changes in laws, policies, and procedures Prepare patient budget to determine eligibility for coverage of medical care Regulate patient finances to maintain eligibility and entitlement to benefits; facilitate burial arrangements and final disposition of patient estate Qualifications Experience:
Two years of experience performing the duties of an Eligibility Worker in a hospital, medical clinic, Medi-Cal unit, or a community-based health organization. The work experience must include determining eligibility for various federal, state, and county programs that reimburse for medical care. License and Certification:
Must obtain Certified Enrollment Counselor Certification for Covered California and pass a federal background check within 3 months of hire. Special Conditions:
Some positions may require bilingual proficiency. Applicants must indicate language proficiency on the application. Only those who pass the bilingual proficiency test will be considered for bilingual positions. Applicants must meet the minimum qualification requirements by the final filing date unless otherwise noted.
