$49,976.24-$69,781.92/Annually (Salary includes 6% stipend)

Primary responsibilities include: Provide contract and procurement support for the Maine Army National Guard Cooperative Agreement. Monitor and evaluate contractor performance. Take corrective action as necessary to correct deficiencies. Effectively communicate with the requestor to ensure the contract meets department specifications and goals. Review and analyze contracts and be prepared to discuss feasibility and impact on the department's budget. Coordinate purchasing within State of Maine agreements, credit cards and purchase orders to support department. Confers with outside providers and department employees to explain and clarify contracts and request for proposal (RFP) processes. Develop training material and deliver training to department employees. Receives, collects, and analyzes performance data; establishes and monitors contractual or related benchmarking, and prepares reports to monitor and evaluate provider performance and provide information. Knowledge, Skills, and Abilities:

Ability to communicate clearly and effectively both verbally and in writing. Ability to analyze facts and information, reach logical conclusions, and make sound decisions/recommendations. Knowledge of procurement principles, practices, statutes, and rules. Knowledge of financial procedures. Minimum qualifications:

Education, training, and/or experience demonstrating competence in contract or grant administration.

Preference will be given to those applicants:
