BRIEF JOB DESCRIPTION:

This is professional services work involving review of environmental license applications within the Department of Environmental Protection. Responsibilities include analyzing technical and scientific information, drafting decision documents, interpreting laws, rules, regulations, and policies, defending license decisions before legal and administrative bodies, and leading project teams for complex, large, and/or controversial project proposals. Supervision may be exercised over subordinate personnel. This classification is distinguished from the lower-level classification by the increasingly complex and controversial nature of the assignments and by the project planning and management focus of the work, including team-leading/supervising. Work is performed under limited supervision.

REPRESENTATIVE TASKS: Assigns project review tasks within project teams and coordinates efforts among internal project review teams to ensure complex project proposals are comprehensively evaluated. Reviews license application materials, hydropower applications, state water quality certification materials and other record evidence to determine if proposed activities comply with the State's environmental licensing acts and related department standards and rules. Analyzes complex technical, scientific, and legal information to substantiate licensing determinations. Drafts, reviews, and edits licensing decision documents, including findings of fact, conditions of approval, and board orders, to be reviewed by superiors. Prepares and maintains records of evidence analyzed for each licensing and state water quality certification decision to use in board or court proceedings and support decisions. Communicates in writing and verbally with applicants, professionals, interested parties, and citizens to obtain and provide complex technical, scientific, and legal information. Coordinates with the Office of the Attorney General to ensure legal defensibility of draft language. Testifies as a witness in court and presents technical and legal arguments before the Board and governmental officials to defend license decisions. Collaborates with representatives of Maine state agencies to review impacts to natural resources or other matters under their jurisdiction. KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:

Knowledge of federal and state environmental and land use laws, rules, regulations, and policies. Knowledge of geographic information systems. Knowledge of water pollution and ecological principles. Ability to analyze, interpret, and utilize complex technical and legal information. Ability to testify as an expert witness. Ability to write clearly and effectively. Ability to communicate effectively. Ability to write and present legal arguments. Ability to negotiate license conditions. Ability to interpret and explain federal and state statutes and regulations. Ability to design, draft, and implement policy and regulations. Ability to establish and maintain effective working relationships. Ability to direct and manage complex projects. MINIMUM QUALIFICATIONS:

Intermediate education, training and/or experience in environmental science or a related scientific field demonstrating a seasoned ability to analyze and process permits, applications, licenses, and technical information or demonstrated directly related experience working with environmental laws, rules, regulations, and complex technical evaluations in a scientific and/or legal field. Experience with caseload oversight is preferred.
