Role - Web Developer (SafetyNet - Extranet) Location: is on-site, at 6776 Reisterstown Road Baltimore, MD 21215,

Position Overview: The Web Developer (SafetyNet - Extranet) will be responsible for the design, development, deployment, and ongoing support of web-based applications and portals used across the Department of Public Safety and Correctional Services (DPSCS). This includes internal and external web platforms such as the DPSCS Public Website, SafetyNet Intranet, and the Maryland Police and Correctional Training Commissions (MPCTC) portals. This full-stack development role emphasizes security-conscious design, accessibility compliance (Section 508/WCAG 2.2), and scalable enterprise development practices aligned with CJIS, NIST, and OWASP standards. Key Responsibilities: • Serve as the lead developer and webmaster for DPSCS's public and intranet-facing web platforms, including: o DPSCS Public Website o SafetyNet Intranet o MPCTC Web Portal and Training Platform • Design, develop, and maintain ASP.NET MVC/Core web applications using C#. • Build responsive, cross-browser, mobile-friendly front-end interfaces using HTML5, CSS3, JavaScript, jQuery, Razor, and Bootstrap. • Support full-stack development, including backend database design and integration with SQL Server, T-SQL, SSIS, and SSRS. • Implement and maintain CI/CD pipelines using tools such as Octopus Deploy and Azure DevOps. • Utilize Git for version control and PowerShell scripting for automation tasks and deployments. • Ensure all applications meet Section 508 and WCAG 2.2 accessibility compliance standards, including proactive integration of accessibility principles and remediation of existing barriers. • Conduct manual and automated accessibility audits and provide solutions to ensure inclusive design. • Maintain and enhance existing web-based applications including: o Security Service Management System (SSMS) o Policy Search (PIA) • Apply security best practices in all development tasks, adhering to CJIS, NIST, and OWASP guidelines. ttachment A - Position Description - Role/ Statewide Agile Team Labor Category Work Order Request #BPM043644-NN Statewide Agile Resources and Teams 2024 - BPM043644 (all provisions apply) • Perform role as Intranet Strategist, improving user experience and increasing engagement cross intranet platforms. • Collaborate with UX/UI designers, stakeholders, and IT leadership to implement functional, aesthetically pleasing interfaces. • Document processes, configurations, technical decisions, and codebase changes as part of development lifecycle. Required Qualifications: • Proven experience as a Web Developer or Lead Webmaster supporting public websites nd internal intranet portals. • 5+ years of experience in full-stack development with a focus on: o ASP.NET MVC/Core, C# o Front-end: HTML5, CSS3, JavaScript, jQuery, Razor, Bootstrap o Backend: SQL Server, T-SQL, SSIS, SSRS • Experience with DevOps tools including Octopus Deploy, Azure DevOps, and Git. • Strong scripting experience with PowerShell for automation and deployment workflows. • In-depth knowledge of Section 508 / WCAG 2.2 compliance, including accessible design nd audit remediation. • Experience with secure software development practices following CJIS, NIST, and OWASP frameworks. • Solid experience improving intranet platforms as an Intranet Strategist. • Strong understanding of UX principles and best practices for responsive, mobile-first design. Preferred Skills: • Experience working in a government or public safety IT environment. • Familiarity with legacy and modern .NET-based web application ecosystems. • Knowledge of enterprise content management and training platforms. • Experience in agile and waterfall development lifecycles.
