Why does the job exist?

The Native American Liaison will:
  • Serve as the point of contact for all Native American health stakeholders and works closely with Indian Health Services, Tribes, Nations and Pueblos ensuring the State's compliance with federal/state laws, regulations, and policies specific to Indian health and Medicaid programs;
  • Provide guidance to Native American members;
  • Lead policy decision-making regarding the Native American population;
  • Coordinate with the other Health Care Authority's (HCA) Tribal Liaisons, thus ensuring responsive customer service, successful new program implementation, and the accurate distribution of benefits.
How does it get done?

The Native American Liaison is responsible for:
  • Initiating, coordinating, and facilitating tribal notification through written correspondence for stakeholder meetings, and formal tribal consultation for Medicaid;
  • Working closely with other HCA Native American liaisons to serve the entire agency;
  • Serving as point of contact for tribal, state, federal agencies and governments ensuring timely and accurate dissemination of information regarding rates, trainings, rules, evaluations, and policy to managed care and fee for service stakeholders;
  • Planning, developing, and monitoring Indian health programs, policies and procedures to resolve claim payments and member issues;
  • Monitoring and interpreting Indian health policy at state and federal levels and providing guidance to Medical Assistance Division (MAD) staff on the application of rules and laws, this may include drafting language for rules and State Plan Amendments (SPA).
Who are the customers?
  • Native American populations, their providers, and stakeholders;
  • Medicaid stakeholders including Managed Care Organizations (MCO), providers, The Indian Health Service, CMS, and others.
Ideal Candidate

The Ideal Candidate has:
  • Personal connection to a Tribe, Nation or Pueblo and is versed in tribal health care delivery and cultural competency;
  • Understanding of Western health care delivery and its intersection with traditional health care practices;
  • Ability to communicate effectively with members of various Tribes, Nations, and Pueblos, and raise their concerns to leadership;
  • Experience communicating with empathy and patience;
  • Desire to learn new policies and Medicaid processes;
  • Strong written and verbal skills;
  • Experience proficiently utilizing MicroSoft Office applications;
  • Experience handling meeting logistics and is able to be flexible in the face of changing priorities.


Minimum Qualification

Bachelor's Degree in a relevant field of study from an accredited college or university and four (4) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain valid driver's license.

Must obtain and maintain a defensive driving certification.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.
