Overview

The Facilities Maintenance Custodian performs general labor, cleaning, and inspections required for the maintenance and upkeep of NCTD facilities. This is a bargained position represented by the International Association of Sheet Metal, Air, Rail, and Transportation Workers (SMART) Union. In accordance with the Collective Bargaining Agreement, the salary for this position is $20.69/hour.

Distinguishing Characteristics

Able to perform routine custodial maintenance, cleaning, and grounds keeping in the Maintenance of Facilities Department, including the operation of tools and equipment associated with these functions. May work independently or as part of a team in assigned work areas.

Supervision Received and Exercised

The Facilities Maintenance Custodian works under the immediate supervision of the COASTER/SPRINTER Managers and/or Shift Supervisors. They have no direct supervisory responsibility. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions

This position may be required to work in outdoor and indoor settings. The role involves working with various machinery and chemicals. The employee must wear protective equipment including hearing protection, safety-toe boots, safety glasses, and other PPE as assigned by NCTD. Business travel may be required between District sites, governmental agencies, consultants’ facilities, and other locations as required.

Essential Functions

  • Performs cleaning activities for buildings, sites, and equipment and assists Facilities Maintenance Technicians.
  • Performs cleaning in accordance with the District Cleaning Plan and industry standards for each facility (offices, industrial buildings, buses, trains, coaches, transit centers/stations), including spill cleanup, biohazard cleaning, debris removal, sweeping and scrubbing, floor care, pressure washing, and window cleaning.
  • Moves and/or arranges furniture and equipment.
  • Loads and unloads supplies from trucks.
  • Performs touch up painting and removes graffiti.
  • Performs non-technical inspections on District buildings and sites.
  • Organizes and maintains supplies and assists with care/storage of tools and equipment.
  • Performs other related duties as assigned.

Education/Experience

  • High School diploma or GED required. Technical school or apprenticeship in related field is a plus.
  • One (1) year of prior facility custodial experience preferred.

A combination of experience/skills and education to fulfill the requisite knowledge, skills, and abilities for this position may be considered.

Certificates/Licenses

  • Possess and maintain a California driver’s license, Class C, with fewer than 6 points in the prior 36 months and no DUI in the prior 7 years.
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.
  • Must be able to obtain and maintain annual access to Marine Corps Base Camp Pendleton.
  • Must be able to become RWP Qualified on NCTD-owned railroad properties.

General Requirements

  • Ability to safely use a wide variety of custodial equipment and machinery (e.g., stripping/buffing machines, vacuums, steam pressure washers, carpet extractors, floor cleaning machines, etc.).
  • Ability to safely handle cleaning chemicals and understand their interactions and disposal.
  • Knowledge of cleaning and maintaining various floor surfaces (tile, carpet, sealed concrete, laminate).
  • Ability to use PPE for hazards, including biohazards.
  • Ability to pass forklift driver training and to drive and maneuver a trailer.
  • Ability to read and understand department memorandums, manuals, and signs; respond accordingly.
  • Ability to understand and communicate in English; complete forms or logs in English.
  • Ability to work effectively with others.

Physical Requirements

The physical demands described are representative of those required to perform the essential functions. Reasonable accommodations may be made for individuals with disabilities. The employee must be able to use phones, radios, tablets, and computers; lift objects up to 50 pounds frequently; hear, see, and communicate verbally; travel between District locations; work evenings when required; work in hazardous conditions; and navigate uneven terrain along a railway right-of-way. The employee may be exposed to fumes, odors, dusts, gases, and chemicals. The role may require walking, climbing, balancing, bending, carrying, pushing, reaching, sitting, and standing, including balance on wet floors, rooftops, and other locations.

Machines / Tools / Equipment

  • Operate a motor vehicle (sedan, pickup, 1.5-ton stake truck), scissor lift, articulated boom lift, and forklift safely.
  • Safely use hand and power tools and maintenance equipment.
  • Use motorized cleaning equipment and tools (buffers, sweepers, blowers, pressure washers, scrubbers, vacuums).
  • Operate a personal computer and Microsoft Office Suite; operate standard office equipment.
  • Carry and operate a mobile on-call device.
