The Senate Republican Caucus is seeking a highly motivated and skilled individual to serve as a Consultant, and whose duties will include working to support the legislative work of the newly created California Legislative Hispanic Caucus (CHLC). BASIC FUNCTIONS: This position will provide policy background information and recommendations to the members of the Senate Republican Caucus. Additionally, This position will play a key role in supporting the CA Legislative Hispanic Caucus' legislative and policy initiatives, coordinating with member offices, handling legislative communications and planning events. This position requires strong writing, communication and organizational skills, and strong knowledge of legislative processes and procedure. The Consultant must be able to work collaboratively with Senators, staff, and stakeholders, and constituents.

DUTIES: Under the direction of the Senate Republican Caucus Policy Director, the Consultant will prepare policy analyses and other research projects for Republican Senators serving on specified policy committee(s). The Consultant will conduct research, write and discuss Republican analysis of assigned measures coming before a specified policy committee(s), as well as other research projects as assigned.

Additionally, under the direction of the Republican Caucus Director in coordination with the Senate Co-Chair of the CHLC, the Consultant will manage the Legislative Hispanic Caucus's legislative activities, coordinate meetings and events with member offices, oversee communications efforts, and provide policy analysis and strategic recommendations.

Under the direction of the Senate Co-Chair of the CHLC , the Consultant will analyze and track legislation relevant to the CHLC's priorities, provide policy consultation and research in key issue areas affecting diverse communities, including Latino communities. The Consultant will draft legislative summaries, position letters and talking points for CHLC members. Additionally, the Consultant will work with CHLC members and their staff to develop and advance policy initiatives and assist in planning CHLC-sponsored events, including legislative briefings, policy roundtables, and community engagement events, as well as working with CHLC member offices to coordinate and plan such meetings, briefings and events. The Consultant will also set the agenda for CHLC meetings and coordinate with leadership and member offices. This includes, preparing and distributing materials for Caucus meetings and tracking and following up on action items resulting from such meetings, other duties as assigned.

DESIRABLE SKILLS AND KNOWLEDGE: The ideal candidate will be familiar with the legislative process, as well as the structure and policies of state government and budget process. The candidate must have excellent oral and written communications skills, and experience analyzing policy and legislative proposals. Candidates must have the ability to manage multiple projects in a fast-paced environment, strong organizational skills and attention to detail. The candidate will have experience working with diverse communities and stakeholders, as well as fluency in English and Spanish.

EDUCATION AND QUALIFICATIONS: Bachelor's degree required (Political Science, Public Policy, Communications, or related fields a plus). Minimum three (3) years of experience in legislative or state policy work. Experience working in the California Legislature, a state agency, or a policy-focused organization is highly desirable. Must posess fluency in Spanish.

LOCATION, SALARY AND FILING DATE: This position is an in person position located in Sacramento, CA, occasionally travel as needed. The Senate's core business hours are 9:00 a.m. - 5:00 p.m., Monday through Friday, and may require after hours or weekend work. Final salary will be commensurate with experience and education. Seniority and significant experience are required to reach the higher end of the salary range. Applications will be accepted until the position is filled.
