About the Role:
Ringway Jacobs is seeking a capable and motivated Engineer to join our Development Management team, supporting the Essex Highways Integrated Services contract with Essex County Council.
In this role, you will lead the technical review and delivery oversight of highway schemes associated with development proposals, ensuring infrastructure is safe, compliant, and adoptable by the Highway Authority.
Responsibilities
Lead technical reviews of developer highway designs, ensuring compliance with planning obligations and technical standards.
Oversee planning obligations and legal adoption processes (Sections 38 and 278), ensuring completion on time and accurately.
Represent the Highway Authority in consultations with planning officers, developers, and other stakeholders.
Instruct and manage legal agreements to secure highway adoption.
Coordinate with developers, consultants, councillors, and external agencies to facilitate project delivery.
Provide timely advice on highway issues to the public and elected members.
Liaise with planners, developers, consultants, and district engineers to resolve technical queries.
Support the delivery of high-quality, adoptable infrastructure in line with council standards.
Deputise for Senior Engineers as required and contribute to continuous service improvement.
Promote Health & Safety proactively, ensuring compliance with relevant policies and minimising work-related risks.
Qualifications
Degree or HNC in Civil Engineering or related field, with relevant highways experience.
Demonstrated experience in the technical approval of developer highway schemes.
Working knowledge of Section 38 and Section 278 agreements and associated legislation.
Strong project management experience in highway scheme delivery.
Knowledge of guidance, legislation, and regulations, particularly the Highway Act 1980.
Knowledge and application of Health and Safety legislation, including CDM 2015 regulations.
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
Full UK driving licence (site visits and inspections required).
