WHO WE ARE ABOUT THE Montgomery County Department of Transportation (MCDOT): The mission of the Montgomery County Department of Transportation (MCDOT) is to move people and connect places with seamless, equitable transportation options that are safe, environmentally responsible, and support economic growth and vibrancy in Montgomery County. The Department has five divisions; these include Highway Services, Parking Management, Transit Services, Traffic Engineering and Operations, and Transportation Engineering. We are a large organization with over 1,200 employees and a dedicated County budget of $300 million. ABOUT THE DIVISION: The Division of Transit Services coordinates transit services in Montgomery County. Transit accomplishes an essential mobility mission of the County, connecting people, communities, workplaces, educational institutions, recreational opportunities, and many other essential destinations. The Division employs 850+ people, operates nearly 400 buses on 80+ fixed routes throughout Montgomery County. The Division plans, schedules and manages the County's Ride On bus system consisting of County owned and operated buses. Ride On carries roughly 18 million riders annually. WHO WE ARE LOOKING FOR The Division of Transit Services seeks a Manager III (Depot Chief) who will be responsible for managing and supervising the daily operations and administration of the assigned transit bus module which provides scheduled bus services around the clock, each day of the week, in a large geographical area of Montgomery County. What You'll Be Doing The ideal candidate will have excellent oral and written communication, management, and leadership skills. The candidate will be a strategic and proactive leader and must demonstrate experience managing and supervising in an operational environment. The selected candidate must be detail oriented, be able to meet deadlines and manage multiple projects simultaneously and have the ability towork independently to perform a variety of difficult and complex actions. The candidate will have experience with transit operations, budgeting, and knowledge of State and Federal laws applicable to public transit systems. Duties include, but are not limited to: Fostering a positive labor relations environment based on mutual trust, respect, integrity, and collaboration. Preparing and monitoring a transit module operating budget and reports, ensuring all expenditures are within authorized budget. Developing, implementing and revising transit module-specific standard operating procedures. Reviewing vehicle accident and passenger injury reports and Accident Review Committee findings. Conducting investigations; providing recommendations regarding development and implementation of safety programs. Examining transit scheduling methodology, maintenance facility designs, capital expenditure proposals, transit fleet repair and maintenance procedures/requirements. Supervising the selection and promotion of transit module employees and training direct reports on supervisory responsibilities and specific division/department/state/federal rules, regulations and procedures. Reviewing and analyzing operations data and developing recommendations to address operational concerns. Leading a large, diverse workforce providing direct service to the public. Working with union regarding workforce policies, disciplinary actions, LMRC, ADRs and grievances. Coordinating with Division transit bus modules concerning recommendations for standard procedures and to ensure consistent disciplinary actions. Note: This position is considered essential in accordance with the Division of Transit Services attendance policy. The employee selected for the position must be prepared to work during inclement weather if the County government is on liberal leave. Minimum Qualifications Experience: Five (5) years of progressively responsible professional experience in Transit Operations, Transportation Management, or a field related to the assigned area. Education: Graduation from an accredited college or university with a Bachelor's Degree.? Equivalency: An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications. LICENSE: Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties. Preferred Criteria, Interview Preferences Interview preference criteria will be used pertaining to:
Experience in supervising and evaluating subordinate staff. Experience with budgeting, accounting, personnel staffing and training. Experience in public transit management procedures. Experience with State and Federal laws applicable to public transit systems.
