GENERAL STATEMENT OF JOB
Reviews construction plans, specifications, site plans, elevation certificates and other documents necessary to ensure compliance with codes and ordinances. EXAMPLES OF WORK • Conducts pre-submission conferences with design professionals, contractors and developers to discuss code and statute requirements, submittal package contents and procedures. • Reviews approved site development plans for compliance with development order comments and planning approvals as may affect the application of the Florida Building Code. • Receives and reviews construction plans, technical specifications and permit applications for accuracy and compliance with the Florida Building Code, National Electrical Code and other codes as applicable. • Documents deficiencies during review and confers with architects, engineers, contractors and developers to discuss discrepancies and action needed for correction and re-submittal. • Maintains computer-based project receipt, documents and plans filing and status log to ensure timely and consistent project plan processing, approval and release for permitting and construction. • Manages plans examination room. • Maintains and prepares records, activity and progress reports, and any other documentation in accordance with Florida Statutes and County policies. • Coordinates with other regulatory departments, agencies and project inspectors for compliance to applicable codes, ordinances and regulations for approval and issuance of permits. • Investigates complaints of improper construction; conducts field inspections related to construction not in compliance with adopted codes, applicable statutes, approved plans and technical standards. Supports field inspection efforts with revisions and supplemental plan examinations. • Performs pre- and post- rehabilitation inspections; develops scopes of service for County affordable housing programs. • Performs related duties as required. MINIMUM QUALIFICATIONS
Education, Training, and Experience:
Bachelor's degree in construction or a related field, and at least one year of experience in each of the critical disciplines (structural, plumbing, mechanical, electrical); or five (5) years' experience in each of the critical disciplines (structural, plumbing, mechanical, electrical).
Licenses and/or Certifications:
Requires a valid driver license. Must possess, or be able to obtain within 90 days of employment, State of Florida Provisional Plans Examiners Licenses in building, plumbing, mechanical, and electrical. Must obtain State of Florida Standard Plans Examiner Licenses in building, plumbing, mechanical, and electrical prior to the expiration date of the provisional state licenses. OTHER REQUIREMENTS
Physical requirements:
Requires the ability to operate a variety of machines and office equipment to include copy/fax machine, computers, and printers. Must be able to exert 50 to 100 pounds of force occasionally, or 25 to 50 pounds of force frequently, or 10 to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. Requires the ability to position self in confined areas or overhead to complete needed investigation tasks. Exhibits the ability to traverse uneven or irregular terrain and tolerate stationary positions often. Must be able to tolerate harsh weather conditions for extended periods of time, to include excessive heat/humidity or cold. Physical demands are in excess of sedentary work.
Language Ability:
Requires ability to read a variety of records, reports, policy and procedure manuals, codes, professional journals, etc., in moderately complex technical terminology. Requires the ability to read and interpret blueprints, plans and specifications. Requires the ability to prepare forms and reports using prescribed formats and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate effectively in Standard English and in the various professional languages relevant to construction and engineering activities.
Intelligence:
Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.
