DIRECTOR, PERMANENT SUPPORTIVE HOUSING
Permanent Supportive Housing (PSH) is a model that combines low-barrier affordable housing, health care, and supportive services to help individuals and families lead more stable lives. PSH typically targets people who are homeless or otherwise unstably housed, experience multiple barriers to housing, and are unable to maintain housing stability without supportive services.
Under the general direction of the Vice President, Behavioral Health Specialized Services (BHSS), the Director, Permanent Supportive Housing Services (PSHS) has administrative, clinical, financial, and operational management of the on-site supportive housing services at Emerald Development and Economic Network, Inc. (EDEN) Permanent Supportive Service (PSH) properties. Responsible for implementing, monitoring, and evaluating methods for supportive service delivery, and collaborates with EDEN, Housing First Collaboration partners, and other stakeholders representing the supportive services aspect of this program.
The Director, PSHS will work in collaboration with EDEN to ensure that all deliverables, goals, and objectives specified for the program are achieved within the program time limitation.
Essential Job Duties & Responsibilities
Provides leadership and coordination of the program, ensuring and adhering to all professional, clinical, and ethical standards.
Ensures effective performance for direct service programs including timely and accurate documentation and recordkeeping by monitoring and analyzing system database (e.g., Homeless Management Information System (HMIS) and records and implements corrective action as necessary.
Ensures proper utilization and timeliness of services and optimizes client care by coordinating services within the organization and with other community support services.
Participates in the design and leads the operationalization of the new Transition-Age Youth (TAY) (ages 18–24) property (The Lotus) in collaboration with EDEN and The Centers leadership team along with various service lines.
Continually assesses and recommends changes to program policies and procedures to best meet the program’s objectives and residents’ needs. Works closely with the Vice President, BHSS to monitor and report performance outcomes of the program. Ensures all supportive housing services team members are trained in evidenced-based practices/best practices to better serve the needs of the population, including Permanent Supportive Housing, Housing First Model, Integrated Dual Disorder Treatment (IDDT), Motivational Interviewing, Trauma Informed Care, Harm Reduction, etc. Collaborates with agency personnel and other community providers to develop and provide a continuum of services necessary to promote resident success and housing retention. Ensures services are carried out in accordance with established policies and protocols, ensuring prompt, professional responses to referrals for services, and prompt completion of clinical documentation. Responsible for managing program operations, fiscal, legal, data capture processes, and maintaining grant reporting and contract management. Documents and provides performance feedback to team members regarding the quantity, quality, timeliness, efficiency, and completeness of services performed and efficiency of use of time Rotates among the assigned EDEN properties and provides direct services as needed. Integrates best practices for serving TAYand incorporate the principles of recovery, resiliency, and cultural competence while being youth guided and family driven. Initiates and maintains relationships in coordination with other team members, local criminal justice, and other human services agencies and with informal community resources (e.g., landlords, employers, hospitals, schools, etc.). Implements evidence-based practices/best practices are implemented, including Permanent Supportive Housing, Housing First Model, Motivational Interviewing, Trauma-Informed Care, and Harm Reduction, etc. at each site. Uses the Situational Leadership II (SLII) model to empower employees to take responsibility for their jobs and goals. Delegates responsibility and expects accountability and regular feedback. Manages community outreach activities for the assigned site including coordination and collaboration with other community groups. Maintains transparent communication. Appropriately communicates organization information through departmental meetings, one-on-one meetings, appropriate email, and regular, interpersonal communication. Represents The Centers at Housing First Collaboration meetings. Fosters a spirit of teamwork and unity among department members that allows for disagreement over ideas, conflict and expeditious conflict resolution, and the appreciation of diversity as well as cohesiveness, support, and working effectively together to enable each employee and the department to succeed. In collaboration with Vice President, BHSS and Program Managers, creates and monitors a process to oversee the disbursement of client assistance resources. Provides crisis intervention and stabilization services either directly or in collaboration with the team. Provides comprehensive and culturally responsive behavioral health and co-occurring services for TAY, adults, and their families. Designs and implements comprehensive and culturally responsive services. Identifies, creates, and implements high-quality TAY and adult housing programming, case management systems, supportive services, and life-skills curriculum based on best practices in the field. Develops and maintains department-specific policies, procedures, and training protocols; evaluate risk, make recommendations, and implement safety and emergency response protocols for all housing programs. Incorporates a best practice model to promote housing retention (e.g., Housing Succession Plan). Creates annual program plans and publish monthly event/program calendars. Ensures Resident Advisory Councils are established and maintain at all PSH properties. Assists in the development of department, program, and event budgets. Monitors progress toward grant deliverables and produce complete and engaging grant reports that demonstrate program effectiveness ahead of reporting deadlines. Maintains strict confidentiality and the highest level of integrity and professional boundaries in relationships with all program leadership team members, staff, clients, media, and donors. Secures the scheduling of Resident Community and Committee meetings Develops strong community partnerships and ongoing communication channels with other affirming youth service providers, schools, and youth programs, as well as a robust inbound and outbound referral network for TAY, adults, and their families. Serves as The Centers’ content expert on issues facing the unhoused population. Tracks record building and maintains trust, team cohesion, and a collaborative and engaged culture that breaks down silos and creates better outcomes for clients across a continuum of care.

Job Qualifications Master’s degree in Social Work or a social service discipline with a minimum of five years of mental health, chemical dependency, and/or social services work experience including a minimum of two years of supervisory experience, or equivalent combination of education and experience. Licensed in the state of Ohio as an LISW or an LPCC is required. LISW-S or LPCC-S is preferred. Possesses knowledge of the Housing First Model. Experience working in a Permanent Supportive Housing environment is preferred. Possesses a continuous improvement mindset, including a desire to learn from others, research and weigh diverse inputs, and implement strategies and evidence-based program models to improve organizational impact. Supervisory This position supervises the Manager, PSHS role.
