GENERAL DESCRIPTION
Under direction of the Assistant Director of Human Resources, assists in organizing and coordinating human resource activities including performing a wide variety of complex administrative, technical and professional human resource functions including Civil Service, compensation and salary analysis, employee training and development programs, unemployment compensation reports and responses, performance review monitoring, job analysis and other human resource activities and projects.
SUPERVISION EXERCISED
This position may function as a lead over lower-level staff.
IMPORTANT AND ESSENTIAL DUTIES
Works with hiring supervisors to ensure compliance with human resource employment law practices and procedures. Assists with the processing of corrective actions and disciplinary actions. Provides HR consultation to management staff and employees as needed.
Assists with collecting and analyzing data that impacts the HR Division and related programs.
Assists with various Human Resources functions including recruitment and employment, payroll, benefits, training, compensation, and classification for the department's Human Resource Information Systems (HRIS).
Assist with complex projects such as policy revisions, classification studies, or the implementation of new HR technology.
Maintains, monitors, and troubleshoots issues within the HRIS software system for recruitment and payroll.
Manages I-9 and Immigrant Visa information.
Assists in the modification and/or implementation of HRIS department related software and troubleshoot identified system errors. Works with platform vendors to identify, resolve, and provide support to technical issues.
Communicates internally with employees at all levels including department heads, managers, and supervisors to investigate and assist with resolving HRIS problems, conduct research, gather data, compile statistical information, and provide routine reports and respond to requests for special research projects.
Maintains professional knowledge of state and federal legislation, monitors and make recommendations for updates to the Employee Policy Manual.
Responsible for overseeing required State and Federal postings at all City of Abilene facilities.
Oversees the HR Intranet page to ensure its accuracy in coordination with the Communications and Media Relations Division.
Assists with monitoring, coordinating and directing HR functions to include employment practices, benefits/payroll, compensation, and HRIS.
Assists as needed with Civil Service administration for Police and Fire.
Assists with responding to or coordinating the response to compensation and salary survey requests, strategies, and reports.
Assists with management of the personnel schedule and manages the City's compensation plan.
Assists with the HR Division's records management and records retention schedule.
Serves as the back-up liaison on unemployment compensation matters and represents the City at unemployment claims and appeal hearings.
Performs special HR assignments and projects as assigned.
Operates a City vehicle or personal vehicle to attend career fairs, recruitment events, and other HR-related activities.

Provides advanced consultation on compensation, classification, and benefits.
Manages HR investigations and technical projects

Human Resource Generalist I
Experience:
Six (6) years of progressively responsible HR-related work (i.e., generalist, recruiting, benefits, training, compensation) is preferred.
Education/Training:
A bachelor's degree in Human Resources, Business Administration, or a related field is preferred.
License or Certificate:
A valid Texas driver's license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.
A SHRM-CP (Society for Human Resource Management - Certified Professional) certification within one (1) year is required.
An I-9 Administrator Training certification from the Corporate Immigration Compliance Institute (CICI) within two (2) years is required.
Human Resource Generalist II
Experience:
Eight (8) years of HR experience including at least 1 year in a supervisory or lead capacity is required.
Education/Training:
A bachelor's degree in Human Resources, Business Administration, or a related field is preferred.
License or Certificate:
A SHRM-SCP (Society for Human Resource Management - Senior Certified Professional) certification is required.
A Project Management (CAPM or Lean Six Sigma Green Belt) or Advanced Excel/Data Analytics Certification (Excel Expert + HR analytics) is required within one (1) year is required.

Essential duties require the following physical skills and work environment:
Ability to maintain regular and punctual attendance, meeting established work schedules and deadlines, is required to perform the essential functions of this position.
Ability to work in a standard office environment.
