Position Overview

The Division of Behavioral Health and Recovery is seeking to hire a Human Resources Specialist for the Alton Mental Health Center located in Alton, Illinois. Under general direction of the Human Resources Director, serves as lead worker to lower-level staff in the Personnel Program for Alton Mental Health Center. Provides advice and counsel relative to personnel rules and classification plans. Assists the FMLA Coordinator and the Worker’s Compensation Coordinator with the Programs for the facility. Maintains current information and provides direction regarding DHS policies, facility policies and legislative mandates relative to Personnel requirements and standards. Serves as the backup Labor Relations Specialist. Serves as a member of the facility Credentialing and Privileging (C&P) Committee. Identifies the need to establish and amends position classifications.

Essential Functions

  • Administers and oversees personnel transactions, including completion of CMS-2’s.
  • Serves as designated lead worker to lower-level staff.
  • Assists the Family Medical Leave Act (FMLA) Coordinator.
  • Assists the Worker’s Compensation Coordinator.
  • Serves as a member of the facility Credentialing and Privileging (C&P) Committee.
  • Identifies the need to establish new position classifications; drafts position descriptions and submits for establishment.
  • Serves as the backup Labor Relations Specialist.
  • Performs other duties as required or assigned which are reasonable within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college and two (2) years of professional human resources experience.

Preferred Qualifications

  • Two (2) years of professional experience working with human resources and labor relations, rules, regulations and procedures.
  • Two (2) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
  • Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • Two (2) years of professional experience working with Personnel Code, Personnel Rules, policies and procedures and legislative mandates regarding Family Medical Leave (FMLA), Americans with Disability Act (ADA) and Worker’s Compensation.
  • Two (2) years of supervisory experience and/or lead worker experience including assigning work, providing guidance to subordinates and training staff.

Conditions of Employment

  • Requires the ability to utilize office equipment, including personal computers.
  • Requires the ability to utilize computer programs such as Microsoft Word, Excel, Access, etc.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
