Level III $4,961 - $6,043 per month (SR-20, Step D to I) Level IV $5,369 - $6,535 per month (SR-22, Step D to I) Level V $6,043 - $7,351 per month (SR-24, Step D to I) Level VI $6,535 - $7,952 per month (SR-26, Step D to I)
Duties Summary
Program Specialist III: assist a higher-level specialist by performing assignments of limited scope and complexity. Includes conducting studies and analyses of projects of limited scope, monitoring or reviewing program operations for evaluation or quality assurance, and providing technical consultation by explaining State and federal laws, agency rules, and regulations. Works independently under general supervision; completed work is reviewed for consistency with requirements. May perform work of the next higher level under closer supervision. Program Specialist IV: performs the full range of program planning and development activities, from routine reviews to highly complex assignments such as development of new policies or standards and comprehensive reports. Some positions may supervise lower-level staff. Work is performed independently under general supervision, with closer supervisory review of products that may serve as precedents. Program Specialist V: may supervise a staff of program specialists or manage program planning, development, and implementation for major components of the agency. Responsibilities include interpreting changes to laws, coordinating with other agencies, and ensuring efficient execution of new plans and policies. Roles vary from departmental/division-level to highly developmental, with considerable authority and accountability. Program Specialist VI: supervises program development and/or evaluation services with a size and scope requiring a staff of program specialists, potentially including subordinate supervision.
Minimum Qualification Requirements
Education:
Graduation from an accredited four-year college or university with a bachelor’s degree. General Experience (Levels III-VI):
One and one-half (1-1/2) years of progressively responsible professional work experience involving analytical tasks, data gathering, evaluation, and recommendation of actions. Specialized Experience Level III:
None. Level IV:
One (1) year of experience in monitoring, evaluating, or conducting studies and analyses of programs or projects, or related field with knowledge of standards, policies, and procedures. Level V:
Two (2) years of experience in similar areas, with ongoing responsibilities as described for Level IV or related fields. Level VI:
Two (2) years of experience in similar areas, with possible supervisory aptitude or experience requirements as described below.
Supervisory Aptitude / Experience
Level III:
None. Level IV-V:
Supervisory aptitude required or demonstrated through prior roles or training. Level VI:
One year of supervisory work experience including planning, directing, evaluating, and disciplining subordinates; may include additional supervisory duties.
Other Requirements
Driver's license: A valid driver’s license is required for some positions at the time of appointment.
Substitution Allowed
Master’s degree may substitute for one year of General Experience. Excess Specialized Experience may be substituted for General Experience on a year-for-year basis. Selective Certification: Specialized knowledge, skills, and abilities may be required for certain positions, with certification restricted to eligibles possessing the pertinent experience or training.
