PRINCIPAL CONTRACT ADMINISTRATOR (PROFESSIONAL SERVICES)
Base pay range $95,056.00/yr - $142,521.60/yr Metro’s mission

Performs complex work in support of contract administration activities for Metro's acquisition of goods and services. Recruitment Timelines : Interviews are projected to be scheduled for the week of

Leads the planning, development, and execution, including reviews and comments, on Request for Proposals (RFPs) and Invitation for Bids (IFBs) as necessary Meets with internal and external clients to anticipate requirements Establishes evaluation criteria Prepares packages for advertising, printing, and distribution Conducts pre-bid and pre-proposal meetings to answer questions and set schedules Receives bids and proposals, chairs bid/proposal evaluation teams, and makes awards recommendations and formalizes awards Prepares contract award letters and notices Responds to bid and proposal award protests Participates in initial contractor and consultant conferences Conducts negotiations as necessary Completes final draft of contracts and manages contract activities after award Liaises with Metro\'s vendors and internal clients Maintains all records associated with an acquisition Supports Metro\'s diverse and economically disadvantaged programs and other initiatives as assigned Reviews and approves invoices and payments Negotiates and approves change orders, task orders, contract work orders, and modifications Coordinates escrow agreements Attends progress meetings to review contract issues and set payment schedules Monitors contract compliance Assists in developing claim strategies designed to minimize damage and schedule impact Arranges and participates in final inspections and prepares closeout documents Prepares monthly status reports, summaries, and other correspondence Briefs management on assigned projects and delivers oral presentations as applicable Provides guidance and assistance to lower-level employees Communicates and implements safety rules and policies; maintains accountability for safety performance Contributes to ensuring that EEO policies and programs are carried out Minimum Qualifications
Minimum duties may include other related job responsibilities. Education
Bachelor's Degree in Economics, Business, Public Administration, or related field; Master\'s Degree preferred Experience
Five years of relevant experience performing complex contract administration work; some positions may require specialized experience Certifications/Licenses/Special Requirements
A valid California Class C Driver License or ability to use alternate transportation to carry out essential functions Professional certification from NCMA, APICS, ISM, or equivalent preferred Preferred Qualifications
Experience negotiating and managing Prime Federal Government contracts and Commercial subcontracts, including applying the FAR in contract administration Essential Knowledge
Public procurement theories, principles, and practices; contract administration for public agencies Applicable local, state, and federal laws, rules, regulations, and policies Financial and mathematical analysis and statistical research Project management principles; supervision; business software applications Skill in
Performing complex contract administration and management Planning, organizing, and coordinating work of an integrated project team Evaluating contract proposal respondents Acquiring and analyzing information, problem-solving, and decision-making Negotiating and influencing; effective written and oral communication Interacting professionally with Metro staff and external partners Ability to
Serve as liaison to improve policies and procedures Think and act independently; meet tight deadlines Handle confidential material; represent Metro publicly Prepare comprehensive contracts and related documents Perform cost analysis; interpret and apply laws, rules, and budgets Oversee, train, and motivate staff; travel to offsite locations Read, write, speak, and understand English Working Conditions
