Overview
Deputy Director, Economic and Community Development – City of Palmdale, California. The full salary range for this position is $162,656 to $207,563 annually. Expected hiring range is $162,656 to $179,296 annually, depending on experience. Responsibilities
Provide professional-level support to the Director in the development, planning, and administration of the Department’s policies, procedures, and services. Assist with short- and long-term planning; coordinate departmental work with other City departments and public agencies. Recommend and assist in the implementation of department goals, objectives, policies, and priorities; develop strategies to build a sustainable organization and meet City objectives. Evaluate operations and activities, prepare reports, and identify opportunities for improvements. Lead in the development and administration of the department’s annual budget; monitor expenditures and implement budgetary adjustments as necessary. Assist in selecting, training, motivating, and directing department personnel; coach and advise staff; respond to staff questions and concerns. Assess workload and internal systems; identify opportunities for improvement and implement changes. Assign projects and programmatic responsibilities; review work methods and resolve problems with key staff. Interpret departmental policies and governing codes and regulations for staff and stakeholders. Make presentations to City committees, commissions, and City Council. Act on behalf of the Director as required and participate as a member of the City’s management team. Perform related duties as assigned. Essential Functions by Area
Economic and Community Development : Assist with administration of General Plan and Zoning Ordinance; oversee land use entitlements, development proposals, planning, building permits, development recruitment, and related activities; coordinate with other departments. Interpret and implement departmental policies and governing codes to the development community and staff. Provide professional oversight in department functions or programs (e.g., retail recruitment, site selection, General Plan, Building and Safety best practices). Represent the City in negotiations with developers and property owners; manage agreements. Develop and modify programs to meet goals and objectives; review plans for compliance and impact. Compile and analyze data; prepare technical reports and budget projections; monitor expenditures. Research, analyze, and apply for grants and other funding mechanisms. Experience & Training / Licenses and Certifications
Any combination of experience and training that provides the required knowledge and abilities is qualifying. Typical requirements include: Education:
Bachelor’s degree from an accredited college or university in a related field. Master’s degree preferred. Experience:
Five years of progressively responsible management in an applicable field. Licenses / Certifications / Other:
Possession of, or ability to obtain, a valid California driver license and required vehicle insurance. Must meet driving record standards per City policy. Minimum Qualifications
Knowledge:
Extensive knowledge of administrative principles, goal setting, program development, implementation, evaluation, and staff supervision; ability to interpret and apply applicable laws, codes, and regulations; budgeting, contract administration, and risk management related to the department’s functions; contract negotiation and administration; research and report preparation. Ability To:
Plan, direct, and coordinate department work; prepare and administer a department budget; communicate clearly in writing and verbally; prepare complex financial and long-range planning reports; represent the City before boards and the public; hire, train, supervise, and evaluate staff; make sound decisions; respond to emergencies; apply policies and procedures; resolve complex problems; attend meetings outside normal hours as needed. Working Conditions
Physical Demands: Frequent keyboard use; sitting for long periods; occasional climbing, bending, and squatting. Lifting up to 40 pounds occasionally. Vision, dexterity, hearing, and emotional/psychological demands described as typical for a management role. Work environment is a typical office setting with possible after-hours and occasional travel. Other Information
