$4,961 to $6,043 per month (SR-20, Step D to I). Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors. This continuous recruitment may be closed at any time. Duties Summary:
The Procurement and Supply Specialist series includes professional positions responsible for provisioning supplies, equipment, materials and services to a State department or large agency with extensive purchasing activity. The work involves purchasing and, typically, storage, distribution and inventory management. Knowledge of State laws, rules, regulations, policies and practices in purchasing and in related provisioning areas is required, along with significant independent judgment and analytical ability. Minimum Qualification Requirements Legal Authorization To Work:
The State of Hawaii requires all persons seeking government employment to be United States citizens, nationals, or permanent resident aliens, or eligible under federal law for unrestricted employment in the United States. Education:
Graduation from an accredited four-year college or university with a bachelor's degree. Specialized Experience:
ONE (1) and ONE-HALF (1 1/2) years of progressively responsible work experience in purchasing involving working with users and vendors to identify, clarify and specify requirements for products, materials, equipment or services to: Develop specifications for formal bids and/or update existing specifications; show knowledge of documentation requirements for formal purchases and purchasing methods; OR Conduct research and studies on products, evaluate and report on alternatives to make purchasing recommendations. The Procurement And Supply Specialist III must have had at least six (6) months of experience in each of the areas specified in A or B above, and at least one (1) year of experience in purchases of moderately complex and complex nature. Moderately complex purchases involve new or unique requirements; complex purchases require substantial judgment to define criteria. Applicants must also demonstrate knowledge of purchasing methods and techniques; ability to interview users and vendors; ability to conduct research; ability to assess user needs; ability to develop technical specifications; and familiarity with storage, distribution and inventory concerns. Supervisory Aptitude: Demonstrated potential for supervisory duties. Driver's License: Some positions require a valid driver's license at the time of appointment. Lift and Carry: Some positions require the ability to lift and carry objects of various weights. Special Requirement: Some positions require certification as a competent operator of electric-, gas- and propane-powered forklifts within six months from date of hire.
