Responsibilities
We seek a highly motivated Proposal Manager to join our Software Business Development team, working closely with American Aerospace Defense and Federal Government clients to integrate Keysight Design Software into their solutions and programs. Candidates with RF and microwave knowledge, an advanced business degree, or relevant experience are preferred. You will join a dynamic, experienced team committed to your growth.
The Proposal Manager will report to the EDA Software Business Development Manager and will be responsible for:
Spearheading Proposal Strategy:
Analyzing solicitations aligned with Keysight EDA’s capabilities and engaging stakeholders internally and externally to identify opportunities.
Leading Proposal Planning:
Developing proposal outlines, compliance matrices, managing reviews, and overseeing the proposal process from start to finish, including RFIs and Sources Sought responses.
Identifying Competitive Strengths:
Understanding and leveraging Keysight’s key strengths to craft compelling proposals.
Implementing EDA Software Initiatives:
Creating strategies to expand Keysight's EDA software market penetration within the US Government and Aerospace & Defense sectors.
Achieving Financial Objectives:
Developing winning proposals to drive growth with the federal government.
Government Liaison & Funding Oversight:
Collaborating with teams to monitor grants and awards, ensuring compliance with regulations like FAR.
Prime Contractor Engagement:
Working with sales to involve prime contractors in proposals, enhancing our value proposition.
Resource Coordination:
Ensuring cross-functional collaboration to meet technical and commercial customer expectations.

Qualifications
Basic Qualifications:
Education: MSEE or MSCS preferred; MBA is a plus; Bachelor’s in business-related fields considered.
Proposal Management Experience: Proven success in proposal management, with 7-10 years preferred.
Experience with US Government Grants and Awards processes.
Strategic Planning & Analysis skills.
Proposal writing and presentation skills.
Strong project management and leadership skills.
Technical understanding of Keysight EDA software applications.
Excellent communication and negotiation skills.
Adaptability to market changes.
Other Qualifications:
Deep knowledge of FAR and government regulations.
Shipley or APMP certification preferred.
Security clearance eligibility; TS/SCI highly desirable.
U.S. citizenship required.
Additional Information:
Relocation available.
