The Opportunity As a CACI-M&ES SIGINT Analyst (Technical Targeting Officer - TTO), you will serve as a key member of a threat analyses and strategic planning team supporting the Joint Cyber Operations Group (JCOG) and in direct support of USASOC and other SOF enterprises. You will provide guidance, coaching, and training to less-experienced employees within the MAAP and across the SOFETOPS enterprise in SIGINT and CYBER. You will initiate new SIGINT and CYBER requirement processes, organize and implement program methodologies, and ensure inputs are coordinated from other functional groups and technical personnel.
Responsibilities
Candidates must be highly proficient in all aspects of SIGINT targeting including methodology, tool and database and dataset manipulation, driving the targeting cycle and the production chain.
Candidates must be familiar with SIGINT training fundamentals and must be able to provide academic support to the DoD Military and DoD Civilian instructors of an organic training pipeline in order to prepare it for formal validation.
Conducts requirements analysis, S&TI research, and analysis and produces finished S&TI assessments on emerging and disruptive technologies with the potential to impact U.S. military operations.
Identifies technical capabilities and performance characteristics of foreign SIGINT systems.
Conducts analysis of R&D process and organizations associated with target SIGINT systems.
Collaborates with I3C and embedded intelligence analysts to enrich and complement analytical understanding and intelligence production efforts.
Collaborates and coordinates products within DoD and IC agencies and organizations throughout the S&TI Enterprise.
Provides digital and analog analysis support, analyzing commercial devices to help determine how they are functioning or are meant to be functioning, which aids in their characterization.
Identifies trends in threat development to anticipate future capabilities and reduce costs for the Government.
All candidates must be prepared for extensive travel both within CONUS and outside CONUS, including up to four months deployed in support of Combatant Commands followed by a twelve-month stateside assignment.
Qualifications
Current Top Secret/Specialized Compartmented Information Security Clearance with Poly
Ten years of directly applicable experience
A minimum of three years experience in operations coordination roles of responsibility within an O-5 or above tactical, operational, or strategic-level command or while supporting a DoD contract of similar size and scope
Seven years of experience working in the role of Target Digital Network Analyst (TDNA), DNEA, or MOS equivalent depending on service
Experience working with NSA/CSS or Joint/SOF organizations in targeting, intelligence analysis, and/or supporting operations
Experience in signals intelligence targeting analysis and organizing global intelligence operations
Working knowledge of portals and other real-time or near-real-time knowledge management systems
Good communication skills, both verbal and written
Strong attention to detail
Desired
Previous attendance and successful completion of the organic targeting training course (AETC)
Experience supporting USASOC or Joint SOF organizations
Independent work with limited government oversight and effective teamwork in a joint environment
Certifications: SCRUM Master, GSM/UMTS/CDMA cellular collection certification, Project Management, Digital network Intelligence Course, Network+, Security+, Ethical Hacker, Analysis 101, Analytical Integrity and Standards Group, Defense Strategic Debriefing Course, SOCOM SIGINT Operators Course
Cyber PDSI Work Roles or equivalents: Exploitation Analyst; Digital Network Exploitation Analyst; Cyberspace Operator; Expeditionary Cyber Operator; Cyber Capability Developer; Analytic Support Officer

Pay Range: The final salary depends on location, contract wage rates, experience, skills, and certifications. We offer comprehensive benefits including healthcare, wellness, retirement, and education opportunities. National average salary range for this position: $95,500-$210,100.
