Summary
This position performs a variety of routine and increasingly complex administrative, technical and professional work in the current and long-term planning programs of the City related to the implementation of the Comprehensive Plan and related municipal ordinances and policies, and the review and administration of master plans and development proposals. Essential Duties ESSENTIAL DUTIES AND RESPONSIBILITIES
: Assist with the coordination, review, evaluation and tracking of proposed development applications including plats, site plans, conditional use permits and planned unit developments for conformity with applicable City Ordinances and plans. Interpret and apply applicable state, county and city codes, ordinances and regulations. Participate in, and lead as directed, Project Management Teams (PMTs) to accomplish multi-divisional goals of the City. Coordinate inter-departmental/agency review of development applications to ensure compliance with local ordinances and State planning statutes. Select and prepare background material needed to coordinate review of items with other concerned/involved parties. Work closely with applicants to measure development applications against current ordinances and offer alternatives to proposed designs or platting schemes. Conduct research and analysis relative to current development proposals. Track and communicate the status of current applications. Conduct public information meetings to ensure that the public affected by adjacent development activity is kept informed. Keep the Assistant Community Development Director/City Planner promptly informed of division activities and significant developments within the Planning Division and serve as resource for other division and City personnel. Meet with developers, applicants and citizens to review policies and procedures and provide initial feedback on plans, ensuring a comprehensive and timely resolution of each request. Prepare public hearing and legal notices to ensure proper publication and distribution to related agencies. Write and present concise yet thorough staff reports for the Planning Commission, and attend Planning Commission meetings, neighborhood meetings and other meetings as assigned. Prepare letters for the City Council, including background, coordinated analysis and recommendation as well as required resolutions, exhibits and forms, and attend City Council meetings as assigned. Administer Development Agreement-related activities as directed by the Assistant Community Development Director/City Planner. Assist with the coordination and administration of development application approval requirements and Development Agreement provisions. Monitor status of developer compliance with Development Agreement through review of approved documents and inspection of sites as directed. Research and analyze proposed changes/updates to the City's Comprehensive Plan, zoning ordinance, and subdivision ordinance and make recommendations based upon findings. Respond to public inquiries concerning City land use plans, policies, ordinances and development application status. Assist with special projects and provide support to other Community Development staff as needed and assigned. Maintain and foster an environment, which facilitates the Exceeding Expectations (professional, responsive, leaders) philosophy of the City. Fosters an inclusive work culture and advances the City's diversity, equity and inclusion goals. Coordinate special projects and perform other duties as assigned or apparent. Qualifications MINIMUM QUALIFICATIONS
: Bachelor's degree in Urban Planning, Architecture, Landscape Architecture or a related field. 4 (four) years of experience in municipal planning; OR 3 (three) years of municipal planning experience with a Master's degree in Urban Planning or a related field. Valid State driver's license, or ability to obtain one prior to appointment date and have the ability to drive. Experience with the coordination, review and implementation of planning and zoning development applications. Experience writing concise, thorough staff reports for the Planning Commission and attending Commission meetings. Experience with updating and interpreting Comprehensive Plans, Zoning Ordinances and Subdivision Ordinances. Ability to prepare letters including background, coordinated analysis and recommendations. Ability to perform, research and assemble information and prepare reports and studies.
