Overview
The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days a year, supporting more than 4,900 applications for 53 New York State Agencies. ITS, in collaboration with the Department of Transportation (DOT) Office of Traffic Safety and Mobility (OTSM), is implementing a Technology Plan to improve safety and mobility by enhancing transportation system management and operations. The Information Technology Architect 2 (Network Solution) will design, implement, maintain, and secure network infrastructure supporting critical Operational Technology (OT) systems within the transportation environment. This role requires deep knowledge of IT and OT networking, cybersecurity best practices, and transportation safety regulations. The incumbent will serve as the technical lead on projects, mentor junior engineers, and act as a subject matter expert on network-related issues affecting safety, reliability, and efficiency of transportation operations. The ITS provides operational support to more than 4,900 applications for 53 New York State Agencies. ITS and DOT OT Safety and Mobility are implementing a five-year Technology Plan to improve safety and mobility by enhancing resilience and efficiency of transportation system management and operations (TSMO). ITS and OT collaborate via a joint Operational Technology Team (OT Team) to design, build, test, implement, and provide ongoing operational support for the portfolio of work. Duties
Network Design and Implementation : Design, configure, and implement robust and secure OT network architectures, including SCADA, ICS, and ITS; develop network diagrams, documentation, and SOPs; select and evaluate network hardware/software ensuring OT compatibility and standards compliance. Network Security : Implement and maintain security measures (firewalls, IDS/IPS, segmentation); conduct regular security assessments and vulnerability scans; develop OT-specific security policies aligned with best practices (e.g., NIST CSF, ISA/IEC 62443); respond to security incidents. Network Maintenance and Troubleshooting : Monitor performance, perform routine maintenance (updates, firmware upgrades, configuration changes), troubleshoot complex issues, provide on-call support. Transportation Safety and Compliance : Ensure OT networks comply with transportation safety regulations and standards (e.g., FRA, FTA, DOT); participate in safety audits and risk assessments; implement configurations that support failover and redundancy for high availability. Project Leadership and Mentorship : Lead network-related projects, mentor junior engineers, collaborate with IT and OT teams to ensure integration; perform supervisory duties as required. Documentation and Reporting : Maintain accurate network configuration/documentation; prepare performance, security, and project status reports. Emerging Technologies : Stay current on OT/networking technologies; evaluate and recommend new technologies to improve performance, security, and efficiency. Minimum Qualifications
Seven (7) years of broad information technology (IT) experience in network engineering, IT project management, IT architecture, administration, or related field, within large-scale organizations. Five (5) years of specialized IT network engineering experience with a focus on Operational Technology (OT) environments. Education/Experience Substitutions
Bachelor’s or higher degree with relevant coursework can substitute for some IT experience as described. Bachelor’s degree with 15 semester credits in computer science, electrical engineering, information technology, or related field substitutes for three (3) years of general IT experience; master’s degree substitutes for one (1) year, etc. (full substitutions described in original text). Preferred Qualifications
Certifications : Cisco CCNP or higher, CISSP, GICSP, or other relevant networking/security/OT certifications. Technical Skills : Expert knowledge of networking protocols (TCP/IP, Ethernet, VLANs, routing, VPNs); network security (firewalls, IDS/IPS, segmentation); experience with monitoring/analysis tools (Wireshark, SolarWinds, Nagios); device management (Cisco, Palo Alto); familiarity with ICS/SCADA; wireless technologies; cloud networking; virtualization. OT-Specific Skills : Knowledge of industrial protocols (Modbus TCP, Profinet, DNP3, OPC UA); OT architectures and security (Purdue Model); OT security appliances/software; vulnerability management; RTOS; PLC/HMI; SCADA systems. Transportation Skills : ITS architectures; transportation protocols (NTCIP); transportation safety standards; video surveillance in transport environments. Soft Skills : Analytical, problem-solving, clear communication, independent and team work, prioritization, leadership and mentoring. Additional Considerations
Residency requirement: appointment and continued employment contingent upon NYS residency within six months of hiring. Appointment not final until all agency approvals are granted. ITS policy regarding work authorization: permanent employment requires legal authorization to work in the United States; visa sponsorship is not provided for permanent employment.
