Position Summary
Provides highly advanced (senior-level) managerial work providing direction and strategy in the procurement operations of the agency. Provides advice and consultation to the Agency Head regarding procurement and negotiation of large-scale contracts. Directs and participates in negotiations of large-scale statewide contracts, including price, terms, and conditions with vendors. Provides leadership and oversight for internal procurement programs. Develops and leads the adoption of agency procurement strategy. Provides supply market intelligence and insight to reduce risk and increase cost savings. Works with groups and representatives within the agency and other state organizations to provide counsel and advice on large scale procurements, and services. Represents the agency at business meetings, legislative hearings, conferences, and seminars or on boards, and committees. Promotes and maintains consistent communication to keep management, staff, and other departments apprised of program status. Performs other work-related duties as assigned. Education
Graduation from an accredited four (4) year college or university with major course work in business, public administration, accounting, management, or a related field. Additional related experience may be substituted for the education on a year-for-year basis. High-school diploma or equivalent certificate required. Experience and Training Required
Minimum of fifteen (15) years of experience performing complex contract negotiations and large-scale procurements Minimum of ten (10) years of experience drafting, revising, and monitoring a State of Texas agency purchasing, procurement or contract management program. Minimum of ten (10) years of experience drafting, revising, and monitoring compliance of procurement and contract management policies, procedures, and related metrics. Minimum of ten (10) years of experience working as a liaison for the vendor community with agency divisions and/or programs. Minimum of ten (10) years of experience preparing and delivering clear, effective executive level presentations. Minimum of five years of experience in a full-time consultative or managerial role with responsibility for supervising employees, program activities, conducting performance appraisals, and managing compliance with federal, state, and local laws. Minimum of five years of experience developing and/or facilitating process improvement plans. Certifications/Licenses
Certification as a Certified Texas Contract Developer (CTCD) must be obtained within six (6) months of employment if not already certified. Certification as a Certified Texas Contract Manager (CTCM) must be obtained within one-year (1) of employment if not already certified. Knowledge, Skills, and Abilities
Knowledge of state procurement laws and regulations preferred. Knowledge of highly complex program planning and implementation. Knowledge of relevant legislative and regulatory requirements and contractual terms and conditions to mitigate legal risk. Knowledge of standard terms and conditions of contracts. In-depth knowledge of sourcing and procurement principles and best practices. Skill in negotiations for large-scale procurements. Skill in developing standard form contracts including the ability to select and apply the appropriate contract strategies for various acquisition needs. Skill in leading and managing high-performance teams. Skill in public speaking or testifying before for external stakeholder groups or including legislative officials. Ability to effectively negotiate contract terms and conditions. Ability to actively attend to, convey, and understand the comments and questions of others. Ability to consult and provide sound advice and recommendations that enable others to make business decisions in the best interest of the project and/or the agency. Ability to perform competitive and comparative cost analysis. Ability to develop, and to clearly define and describe complex acquisition procedures and options. Ability to comply and perform to contract terms, conditions, standards, regulations, and laws. Ability to exercise courtesy, tack, and diplomacy in all communications. Ability to effectively interpret and contribute to the development of state agency policies, procedures, and regulations, to effectively support the application and management of established administrative methods and techniques. Ability to establish and maintain effective and cordial working relationships with Agency Head, senior leadership, legislators, employees, and the public. Ability to foster strong customer relationships. Ability to communicate effectively with individuals and groups; to make effective presentations in formal and informal settings. Ability to effectively interpret, develop, and comply with policies, procedures, regulations, and applicable laws. Ability to understand, follow and convey brief oral and/or written instructions.
