Defense Trade Analyst III

has an active Secret clearance requirement. Defense Trade Analyst III will review, analyze, and evaluate cases in various defense trade commodity categories. You will assess legal, policy, regulatory, and procedural considerations to ensure compliance with applicable laws and regulations. This role supports national security and foreign policy objectives. Responsibilities
Review, analyze, and evaluate cases in several commodity categories (e.g., military electronics, arms and ammunition, aircraft, tanks, naval vessels, radar, missiles) to identify all pertinent legal, policy, regulatory, and procedural considerations. Collect and analyze data from U.S. industry and precedent cases. Determine necessity for, and refer for coordination on significant cases (e.g., those without clear precedent or involving sensitive countries) to relevant agencies; for routine cases, rely on judgment to approve, return without action, or deny license applications. Coordinate outside recommendations and provide recommendations on license approvals or denials and retransfer requests. Draft clauses and provisos for incorporation into approved licenses and transfer requests; familiarize with technical assistance agreements, manufacturing licenses, and distribution agreements. Determine whether a case requires Congressional notification and prepare the required notification in coordination with appropriate offices/agencies. Discuss cases with U.S. industry prior to submission and during the review process; provide guidance on export policy and administrative practices; interpret ITAR and related laws. Assist in determining whether items are on the U.S. Munitions List and determine jurisdiction and compliance with U.S. regulations. Offer recommendations to leadership on cases requiring embassy checks or potential investigations for violations. Respond to routine inquiries from applicants and other agencies; provide guidance on export policy and administrative practices. Draft and coordinate communications (emails, memoranda, letters, procedures, escalation justifications, decision memoranda for the Secretary of State). Acquire knowledge in foreign policy and technological advances related to assigned responsibilities; represent the Office in interagency groups, trainings, and outreach activities as needed. Collaborate with the Office of Defense Trade Controls Policy and U.S. Customs on matters related to the EXODUS program to determine seizure or release of shipments and jurisdictional control. Experience, Education, Skills, and Abilities
Bachelor’s Degree or combination of post-high-school education and three years of AECA/ITAR regulatory experience. Ability to research, interpret, and apply regulatory material in evaluating license applications and taking final action. Ability to handle short-fused actions, meet deadlines, manage time, and achieve milestones and deliverables. Detail-oriented with strong customer-service focus; strong interpersonal and partnering skills. Strong written and verbal communication skills; proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint) and familiarity with OneNote, OneDrive, SharePoint, Access, and Teams. Ability to travel within CONUS and/or OCONUS as needed. Security clearance at minimum Secret, with ability to obtain Top Secret or Top Secret/SCI as required; must pass pre-employment qualifications for Cherokee Federal. Compensation & Benefits
