The Manager of Business and Regulatory Affairs oversees financial performance, regulatory compliance, and data management of the Heart Transplant, LVAD and ECMO programs and related Advanced Heart Failure programs. The position reports to the Director, Heart Transplant & Special Programs and collaborates with central Hospital and HMFP Finance departments to coordinate budgets, revenue and cost initiatives, contracting, and other financial work. The Manager coordinates with central Information Systems personnel and vendors to ensure effective use of the Transplant Data Management System and maintains active knowledge of regulations impacting these programs. Work location: Boston, MA. Job type: Regular. Time Type: Full time. Work Shift: Day. FLSA Status: Exempt. Primary Responsibilities

Works with the Heart Transplant Director and Medical and Surgical Directors to develop business plans and assist with implementation, monitoring and evaluation; update plans to reflect marketplace challenges and opportunities. (essential) Manages program financial and data staff; directs personnel to assigned tasks and projects; collaborates with nursing leaders to harmonize operations and ensure equitable staff management. (essential) Oversees program financial performance including BIDMC and HMFP revenue/expenses; responsible for planning, monitoring and managing the department budget; identifies opportunities to lower costs or enhance revenue; collaborates with BIDMC Finance to capture and report organ acquisition expenses on Medicare Cost Report including time studies. Liaises with managed care to optimize contracts; represents heart transplant with internal and external finance teams. Manages processes with internal teams for creation of charges, billing workflows and managed care contracting. (essential) Maintains knowledge of regulatory requirements specific to transplant programs including OPTN/UNOS and CMS; communicates changes impacting the program to faculty and staff and establishes mechanisms to facilitate compliance; serves as primary point person for regulatory site visits and audits including follow-up corrective action plans. (essential) Maintains knowledge of Joint Commission and CMS regulations for LVADs and ELSO standards for ECMO program management; supports multidisciplinary team in preparing for site surveys by monitoring compliance through internal audits to achieve readiness for regulatory site visits. Collaborates with central BILH Information Systems to ensure electronic systems capture data required for regulatory registries (UNOS, SRTR, Joint Commission, INTERMACS); oversees data personnel to ensure accurate reporting and uses data for analysis and performance improvement. (essential) Directs and supports employees’ daily work activities; undertakes hiring, termination, corrective action and performance reviews. Direct Reports: 2-3; Indirect Reports: 1-5. Acts as main point of contact for the Transplant Data Management System vendor; trains as system super-user and develops reports to drive workflows and improvements. (essential) Represents BIDMC with the New England Organ Bank (NEOB) and participates in activities to increase organ donation; collaborates to coordinate transplant activities and improve donor organ utilization. (essential) Facilitates the regulatory process (CMS, UNOS/OPTN, SRTR) and annual updates; manages regulatory/QAPI processes including workgroups supporting quality projects with data analysis, meeting coordination and quality tools/methodologies (e.g., PDSA, charters). Oversees transplant policy maintenance (PPGD site) and represents heart transplant on internal committees (MEC, SQOC, forms). Required Qualifications

Bachelor's degree required. Master’s degree preferred. 1-3 years related work experience; 1-3 years supervisory/management experience. Demonstrated knowledge of financial budgets; excellent data analysis skills; creative problem solving and critical thinking. Advanced skills with Microsoft applications (Outlook, Word, Excel, PowerPoint, Access) and other web-based applications; ability to produce complex documents, perform analysis and maintain databases. Preferred Qualifications

Previous experience in organ donation, transplantation, or end-stage organ disease; familiarity with OPTN/UNOS, CMS and/or Joint Commission regulations. Competencies
