The Director, Health – US Programs is a senior leader responsible for driving the strategic direction, execution, and impact of domestic health programs. The role builds and oversees a portfolio aimed at advancing health equity, improving access to quality care, and addressing root causes of health disparities affecting low-income communities across the United States. The Director leads health program design, implementation, and evaluation, ensuring initiatives are data-informed and community-driven. This role represents CARE to government agencies, funders, healthcare institutions, community-based organizations, and other strategic partners. The incumbent is responsible for securing funding to grow programmatic impact and integrating cultural competence and community engagement into program development and delivery. The ideal candidate brings deep expertise in public health, health equity, and program leadership, particularly in maternal health, community health, and psychosocial supports. The candidate is strategic and capable of translating vision into action and driving measurable impact in communities across the U.S. Responsibilities
Health Program Strategy and Design: Define CARE’s US Health Program strategy, identify gaps, and establish ambitious but achievable impact and growth indicators. Serve as technical leader in program design and implementation models, especially in maternal health, community health, and psychosocial support. Partner with monitoring and evaluation to develop results frameworks and a learning agenda for quality implementation and sector learning. Lead development of health program materials, resources, and communications as needed. Support implementation of health projects in partnership with the Director, US Programs, ensuring staffing, budgeting, and technical needs are met. Partnership Development: Lead strategic partnerships with national and state health stakeholders (governments, NGOs, universities, research firms). Identify and build relationships with potential health program partners to fill service gaps and scale interventions; manage partner agreements and processes. Identify community organizations for CARE’s Partner Network; maintain relationships with local practitioners and program participants to inform design and adaptation. Fundraising: Grow and diversify financial resources for the US health portfolio. Collaborate with AVP, US Programs and fundraising teams on prospecting and proposal development. Join donor calls as needed. Identify potential private/public donors and new funding models; keep fundraising teams updated on priorities and progress. Communications and Thought Leadership: Develop and execute an internal and external communications plan for CARE’s US Health Programs. Create collateral (fact sheets, presentations, blogs, case studies) and represent CARE at industry events to build thought leadership. Required Qualifications
Bachelor’s degree or equivalent experience. Minimum of 10 years in a health program role in the United States, preferably in maternal or community health for women. Experience designing, implementing, and evaluating health programs and interventions. Strong alignment with CARE’s mission and values; exceptional communication and writing skills; sound judgment and discretion. Ability to manage multiple projects, prioritize, and maintain attention to detail. Strong interpersonal skills and donor engagement capability. Team player with flexibility to support organizational needs; willingness to deploy to US emergencies as needed. Preferred Qualifications
Master’s degree or higher in public health or medicine. Deep understanding of US health systems, community health ecosystems, and funding streams. Experience with federally qualified health centers or similar community health hubs, especially in underserved or rural areas. Strong relationships with national/state health organizations, researchers, and funders. Experience with large nonprofits or international NGOs.
