In this role, you will be responsible for contract management of a series of Facilities Planning and Maintenance contracts. This position would perform monitoring and contract compliance activities for new construction and routine facilities services.

Position Description

Performs complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials, division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

• Assists with presentations at local, state and federal levels.

• Develops, writes, revises, or prepares contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and/or reports.

• Assists in developing plans for implementing new contract evaluation requirements.

• Assists in monitoring contractors' insurance certificates.

• Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.

• Composes and transmits conditional award notices

• Ensures contracts are payable and meet all legal requirements.

• Executes agreements and contracts.

• Prepares cost analysis studies for contracts.

• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education : Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience : 2 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications :

Cert TX Contract Mgr (CTCM) or Cert TX Contract Dev (CTCD)

Requires certification as Certified Texas Contract Mgr (CTCM) and/or Certified Texas Contract Developer (CTCD) per Texas Administrative Code. Preferred dual or ability to obtain dual within the first (9) nine months of employment.

Valid driver's license. This position requires driving a state vehicle.

Preferred Qualifications:

Considerable knowledge of procurement, contract development, management and oversight for high dollar state contracts preferred.

Monitoring contracts and procedures Developing, interpreting, and implementing policies, procedures, and technical information Public relations for maintaining effective working relationships with individuals and groups, both internal and external Maintaining effective working relationships with others Preparing correspondence/documents using correct spelling, grammar and punctuation; proofreading and reviewing documents for clarity and consistency Prioritizing and organizing work assignments Using standard office equipment Preparing and maintaining confidential and sensitive records, files and reports Training in a classroom, office, or field environment Using computers and applicable programs, applications, and systems Some skill in:

Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs Standing-prolonged periods of time Repetitive Motion-substantial movements of the wrists, hands, and/or fingers Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
