Job Summary The Compliance and CRA Officer is a leadership role responsible for developing, implementing, and overseeing the Bank’s Compliance Management System (CMS) to ensure adherence with all applicable federal and state banking laws and regulations. This position plays a critical role in the Bank’s internal control structure and risk management framework. The role includes full responsibility for the Community Reinvestment Act (CRA) program, Fair Lending compliance, and oversight of major consumer protection regulations, including but not limited to: Equal Credit Opportunity Act (ECOA / Reg B) Truth in Lending Act (TILA / Reg Z) Real Estate Settlement Procedures Act (RESPA / Reg X) Fair Credit Reporting Act (FCRA) Unfair, Deceptive, or Abusive Acts or Practices (UDAAP) Essential Duties and Responsibilities Compliance Program Oversight Administer and maintain the Bank’s Compliance Management System (CMS), including policies, procedures, monitoring, and reporting. Conduct compliance risk assessments and ensure timely remediation of findings. Serve as the primary liaison with regulators and auditors during compliance examinations and compliance audits. Oversee regulatory change management, ensuring timely updates to policies, procedures, and training. Maintain and manage the consumer complaint program, including tracking, reporting, and remediation. CRA and Fair Lending Program Management Oversee the Bank’s CRA program, including data collection, analysis, and reporting. Ensure Fair Lending compliance through monitoring, testing, and staff training. Maintain CRA and Fair Lending performance in alignment with regulatory expectations and the Bank’s strategic goals. Governance and Reporting Prepare and present compliance, CRA, and Fair Lending reports to Senior Management and the Board. Training and Advisory Develop and deliver compliance, CRA, and Fair Lending training for employees. Provide guidance to business units on regulatory requirements and emerging compliance risks. Monitoring and Testing Oversee compliance monitoring and testing activities to ensure adherence to applicable laws and regulations. Coordinate with internal audit and risk management functions to address identified issues. Marketing and Advertising Review Review and approve all marketing campaigns, advertisements, and promotional materials to ensure compliance with applicable consumer protection regulations (e.g., Truth in Savings, UDAAP, Fair Lending).
Requirements:
Education:
Bachelor’s degree in business, finance, or related field (advanced degree or compliance certifications such as CRCM preferred). Experience:
Minimum 7–10 years of experience in banking compliance, with at least 3 years in a leadership role. Strong knowledge of OCC regulations, consumer compliance laws, Fair Lending requirements, and CRA obligations. Mortgage compliance knowledge (e.g., TRID, HMDA, RESPA) is highly desirable.
Skills:
Excellent understanding of compliance risk management and internal controls. Strong communication and presentation skills for interaction with regulators, Board, and senior management. Ability to work independently in a small-bank environment and manage multiple priorities.
