Director of Property Management – Affordable Housing position at Mutual Housing California. Location: Sacramento, CA (Sacramento/Yolo Counties). Hours: Full Time. Compensation: $125,000–$145,000 per year, depending on experience. Job Summary
The Director of Property Operations (DPO) is a leadership role responsible for the operational performance and strategic direction of Mutual Housing’s affordable housing portfolio. Reports to the Vice President of Property Operations. Manages Regional Managers and Maintenance Supervisors to ensure operational excellence and alignment with mission and regulatory requirements. Involves property transitions, lease-ups, budgeting, compliance oversight, and resident satisfaction; contributes to organizational strategy as a Leadership Team member. Responsibilities
Team and portfolio oversight: lead Regional Managers and Maintenance Supervisors; provide KPI updates to the VP; conduct regular portfolio meetings; foster trust with on-site teams; remove obstacles and support team needs. Strategic and cross-functional collaboration: collaborate on new construction and acquisitions; lead marketing and lease-up strategies; review management agreements and operational plans for alignment. Operational excellence: develop policies and systems; manage annual portfolio goals; ensure compliance, risk management, training, and regulatory adherence; monitor financials and KPI attainment; report to VP on performance; coordinate site-corporate communications; ensure fair housing and 504 regulations compliance. Customer service and resident relations: oversee resolution of resident concerns; support housing stability and community-building efforts. Financial performance: oversee budgeting, variance analysis, vendor management, and financial reporting; ensure rent collection and procurement efficiency. Regulatory and physical standards: ensure properties meet compliance, maintenance, safety standards; support investor reviews; conduct property walks; monitor metrics. Culture and work environment: foster teamwork, accountability, and mission alignment; promote Mutual Housing’s values. Other duties as assigned. Qualifications
Required: Working knowledge of local, state, and federal housing laws (Fair Housing, ADA/504, Landlord/Tenant). Minimum 10 years in property management/operations; 3+ years in senior supervisory roles in affordable housing. CA DRE Broker’s License required or ability to obtain within 6 months; license must remain current. Experience managing affordable housing communities with service-enriched components. Proficiency in HUD, LIHTC, Tax-Exempt Bonds, RHCP, CHRP, CHFA, AHP. Strong MS Office skills; understanding of regulatory agreements. Leadership and strategic thinking; ability to manage department-wide operations; proficient in property management software; YARDI Voyager preferred. Travel locally and occasionally out of area; valid driver's license. Experience with acquisitions, lease-ups, budgeting, proformas, and operational planning. Knowledge of employment law and personnel policies; affiliations with industry groups preferred. Excellent communication; fluency in English; second language a plus. Background screening required (criminal, education, DMV). Education and Experience
High school diploma required; bachelor’s degree in Business, Real Estate, or related field strongly preferred. At least 10 years in Property Management/Operations with progressive leadership; 10 years of supervisory experience; prior regional management in affordable housing required. CPM or similar designation preferred. Benefits
